Background/History
At the direction of Council, there was a new City salary commission ordinance drafted by legal and
approved by Council in February 2017. Based on direction by Council to institute a salary commission,
there were 5 vacancies created that needed to be filled (in order for the salary commission to begin
their work on this process this summer).
Staff Recommendation
Interview the Mayor's appointment to the salary commission (Ava Dubno).
Narrative
The notice of the commission position openings was posted on February 27, 2017 and the application
deadline date for the vacancies was March 20, 2017. From this process, there were 5 qualified
candidates (Jay Grant, Pat Mulva, Don Hall, Carl Zapora, Tyler Nebeker and Carl Zapora) who applied and
were interviewed by the Mayor at the end of March and in April 2017. As a result, these 5 candidates
were appointed by the Mayor to serve on the commission and have been interviewed by Council in April
and May 2017.
Mr. Mulva unfortunately withdrew from the process, which created one vacancy to the commission. For
this reason, the vacancy opening was reposted and closed in May 2017. From this selection process, the
Mayor has appointed Ava Dubno for the fifth commission position.
In consideration of Council's time to interview/confirm the appointments, this appointment is before
Council at this meeting (Ava Dubno). The application for Ms. Dubno is attached.

Occupational status and background:I am currently employed in Corporate Finance at HomeStreet Bank
as an AVP, SOX Internal Controls Senior Manager. I have extensive experience working, in a
managerial capacity, at financial institutions in the areas of Accounting, Finance, and Internal Audit.
Organizational affiliations:AICPA, WSCPA, IIA, ISACA
Why are you seeking this appointment? I fell in love with Edmonds the first time I visited over 30
years ago and have lived in Edmonds for approximately 20 years. I see this as an
opportunity to utilize my skills and past experience to give something back to the community.
What skills and knowledge do you have to meet the selection criteria? I have extensive managerial experience including
hiring, counseling, and compensation review. I have degrees in Finance and Accounting and am a CPA, CIA, and CISA.

None at this time.
Additional comments: I feel my extensive business and managerial experience would make me an
excellent candidate for this position and allow me to make a positive contribution to our City.

Planning Board Alternate Interview (15 min.)

Background/History
Due to the retirement of Planning Board member Val Stewart, the current Planning Board Alternate was
moved into the position vacated by the retirement. This left the Planning Board Alternate position open.
Press releases were issued in December and March. The March recruitment netted seven applications.
Staff Recommendation
Recommending appointment of Mike Rosen to the Planning Board Alternate position.
Narrative
After interviewing the seven candidates for the Planning Board Alternate position, Mayor Earling is
putting forth candidate Mike Rosen to fill the position. Mr. Rosen current serves on the ECA Board. His
background in community research, public involvement and communications services will bring a unique
aspect the Board.

Why are you seeking this appointment? Growth and change will continue in Edmonds. I believe people chose Edmonds
to work, live and play because it reflects their aspirations and values. Thoughtful planning policies can protect and
improve community health, economy, environment, and culture. I would like to be a part of that in Edmonds.
What skills and knowledge do you have to meetthe selection criteria? I manage a firm that provides research,
public involvement and communications services to communities throughout the country.
