PUBLIC SAFETY AND PERSONNEL COMMITTEE MEETING
JUNE 11, 2013
Elected Officials Present: Councilmember Bloom
Councilmember Peterson
City Staff Present: Sandy Chase, City Clerk
The meeting was called to order at 6:55 p.m.
A. Possible action regarding draft Resolution adopting Robert's Rules of
Order as the City Council's new Rules of Procedure.
The Committee recommended that the Resolution be forwarded to the full Council after
the City Attorney finalizes the Resolution to include the four points referenced by Council
President Petso at the May 7, 2013 City Council Meeting.
B. Proposed changes to Edmonds City Code Chapter 10.75 — Citizens
Economic Development Commission.
Councilmember Bloom stated that she is comfortable with forwarding the proposed
Ordinance for review and vote by the full Council.
Councilmember Peterson stated that he is also comfortable with the proposed ordinance
as written, but he would also recommend that the City Council have a discussion
concerning whether or not to have the ability to remove an appointee.
Councilmember Bloom commented that she sees the removal issue being something to
be considered as a larger issue for all boards and commissions.
Councilmember Peterson suggested that because Councilmembers have direct
appointees to this commission, he sees this as different. Because the Council also
makes direct appointments to the Tree Board, it could also apply to that Board.
Councilmembers discussed the following points:
• Fair and due process
• Complaints
• Could it be discussed in executive session?
• Removal by a majority of the Council
• Grievance process
• Bigger issue than the EDC
• Start with EDC and Tree Board
• General conduct issue; professional and courteous conduct
• Creating a hostile work environment

• Two levels: (1) context of the meeting and (2) commissioners meeting outside of
the regular meeting
• What form would the complaint take?
Councilmember Peterson suggested that he will speak with Human Resources as well
as Council President Petso regarding this issue.
It was the consensus of the Committee to move the proposed ordinance forward for
Council approval and for the City Council to discuss whether or not to have the ability to
remove an appointee.

There were no citizen comments.
