Tree Board meetings take place in Council Chambers in the Public Safety Complex located at 250 51" Avenue in Edmonds, Washington CALL TO ORDER Reading of Land Acknowledgement for Indigenous Peoples We acknowledge the original inhabitants of this place, the Sdohobsh (Snohomish) people and their successors the Tulalip Tribes, who since time immemorial have hunted, fished, gathered, and taken care of these lands. We respect their sovereignty, their right to self-determination, and we honor their sacred spiritual connection with the land and water. Wrap up TREE BOARD CHAIR, MEMBER COMMENTS ADJOURNMENT Upcoming Tree Board meeting dates: August 4, September 1, October 5, November 3, December 1, 2022. ��° CITY OF EDMONDS � 1 TREE BOARD ~`"� Summary Minutes of Regular Meeting June 2, 2022 CALL TO ORDER AND ROLL CALL Board Member Cass called the Tree Board meeting to order at 6:00 p.m. Board Members Present Janelle Cass, Chair Bill Phipps, Vice Chair Bill Grant Wendy Kliment Crane Stavig Ross Dimmick (Alternate) Board Members Absent Andy Lyon LAND ACKNOWLEDGEMENT Staff Present Deb Powers, Urban Forest Planner Others Present Laura Johnson, Edmonds City Council Representative Board Member Dimmick read the Land Acknowledgement. APPROVAL OF AGENDA The agenda was approved as amended. MINUTES: Approval of May 5, 2020 Tree Board Minutes The May 5, 2020 Tree Board minutes were approved as presented. AUDIENCE COMMENTS Board Member Phipps noted he got a letter from Jamie Worm wondering if Edmonds is a part of the Green City partnership program. She is interested in helping to plant trees. Ms. Powers commented that Edmonds is not a part of this. She recommended forwarding the email to Parks Director Feser so she knows there is interest. There were no audience comments. ELECTION OF OFFICERS Board members and staff members introduced themselves. Janelle Cass was unanimously elected Chair. Bill Phipps was unanimously elected Vice Chair. UNFINISHED BUSINESS: Annual/Ongoing Events • TB presentation to City Council review — This recap of the 2021 Tree Board highlights which will be presented at the City Council meeting on June 21. Chair Cass shared the presentation and edits she had made to a previous version. There was discussion among the group about what should be included in the presentation. Edmonds in Bloom Garden Tour (July 17) — Board Member Kliment gave an update on preliminary work she has done related to signage for the tour. She noted that the Board will need to get laminating sheets for the signs which will highlight trees in each garden. The Board approved an expense of up to $25 for laminating sheets. • Summer Farmers Market Booth — Vice Chair Phipps presented options for available dates for the Farmers Market. There was some discussion about insurance requirements; hopefully this will be waived or the City already has what is required. There will be a $35 charge for a tent, weights, a table, and chairs. The Board agreed to try to schedule for October 1 and also make this date the official Arbor Day in the City of Edmonds celebration. • Fall Arbor Day & Proclamation (mandated) The Board unanimously approved proclaiming October 1, 2022 the official Arbor Day event for the Tree Board. 2. Special Events/Projects • Tree Code Update Project Retreat — Staff was unable to find an alternative date that would work for everyone. There was consensus to use the July 7 regular meeting solely to address the topic of Tree Code updates (location TBD). • Sierra Park Interpretive Sign Project — Board Member Grant gave an update on his discussion with the President of the Alliance Club. Updates are needed to the signs because the Braille language on the current signs is outdated, and some trees are inaccessible. The pathways also need to be upgraded. The Board discussed options for working towards obtaining grant funds. Tree Walk at City Park (continued to August meeting) 3. Administrative • Tree Fund Questions (continued to August meeting) NEW BUSINESS 1. Status on filling most recent TB vacancy — The vacancy is posted on the website. 2. Mission Statement (continued to August meeting) 3. Draft Tree Board Handbook (continued to August meeting) 4. Tree Board Supplies — Vice Chair Phipps noted a box of supplies was found.
