2022-11-03 Citizens Climate Protection Committee MinutesCity of Edmonds - Mayors Climate Protection Committee ("CPC") Meeting Minutes November 3, 2022 Mission of the CPC is to (7) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to implement ideas, and (4) Effectively address the future impacts of climate change In Attendance: On -Site (Brackett Meeting Room): Committee Members: Cynthia Pruitt, Pam Tauer, Angela Winzen, Hank Landau Staff: Sarah Brinkley, Tristan Sewell (Chair) Council Rep: Susan Paine Zoom: Committee Members: Dawna Lahti 1. Call to Order, Review of Agenda, & Introductions a. September meeting minutes approved with two edits: i. Page 2 , third arrow —change "on a installing" to "on installing" ii. Last page, 7d, - change "They meeting " to "The meeting". b. Agenda approved. Noted that the October meeting was cancelled due to lack of content. 2. Check -In a. Continue with current meeting cadence. December Vt looked good to committee members. Remote participation will continue to be an option. The Brackett room A/V works much better; audio quality is much improved. Will monitor COVID for use of masks for on -site. 3. City Report a. Tristan provided the Climate Action Plan (CAP) update. The CAP should be presented to City Council by December or early 2023. Climate Protection Committee review not required. Public feedback was provided at the meetings; no further public comment will be solicited (i.e., posting on city website). Request was made for CPC members to see the final draft before presented to city council. Tristan will research. Susan does not believe that will be an issue. Hank shared his primary input to the CAP which was that the Climate Tool should show energy use/emissions per person in Edmonds. That's so future reductions can be compared per capita. b. Tristan gave an update on the solar grant effort. Received feedback from Susan McLaughlin. The plan now is to approach 5-6 affordable multi -family housing buildings directly for participation. This approach will allow the city to 1) ensure solar grant fund participation, and 2) refine the application process. Tristan is using the state's grant process as a model. The $150K grant will roll over to the next budget year. A successful implementation must result in reduced cost to multi- family tenants. The targeted multi -family facility will contact the solar panel installer directly. Hank recommended to review the Solarize Edmonds project to use as reference. 4. City Council Report a. City Council is still heavily engaged with the budget process and is currently listening to budget proposals from the different city departments. b. Pam asked if there was to be a budget proposal for CAP initiatives. Susan shared that when the CAP approval is received from the City Council, she would like to see legislative policies and updates submitted as well; there is no need for budget proposals. 5. Edmonds Climate Champions Project a. Pam provided the Climate Champions update. The subcommittee has been working the last 2 months on outreach and vendor/organization participation. There are about 29 contacts identified in the team's capture document. To date, there are only 6 positive responses. The obstacles have been connecting to a valid contact. b. The team has finalized the date and venue — Saturday, April 29t" at the Frances Anderson Center. A decision was made to avoid Earth Day 2023 (April 22nd) in order to ensure better participation. c. Angela contacted one of the arts groups to help create a lasting art piece as part of the climate fair. She inquired as to how we engage regarding potential services that require expenditures. Tristan confirmed that he has received the budget code for Climate Champions funding ($20k) and will research the process to cut checks when needed. d. Cynthia wanted to discuss the arts engagement further in the subcommittee meeting. It was agreed Climate Champion expenditures would require full CPC approval; email requests would be satisfactory. e. Susan shared we need an event coordinator. Suggested the coordinator that worked with the Rotary at Octoberfest Blow -Out. Susan will send the contact information to Tristan. f. Hank recommended contacting Tulalip tribes for indigenous inclusion. He recommended we find out what the cost was for the EWC Welcoming Figure. Pam volunteered to research the cost and whether an event coordinator was involved. g. Dawna asked if Snohomish County should be taking more of a lead role in this kind of event. Sarah is familiar with the Snohomish Sustainability coordinator. Cynthia shared that the Shoreline Climate Champions partnered with WSU. h. Sarah asked members if they were interested in piloting a new climate "app" through WSU's Patricia Townsend. Angela and Pam volunteered. i. The sub -committee confirmed interest in partnering with other groups, such as the Interfaith group and MCAC, to participate in the Climate Fair. 6. Meeting Recap and Next Month Agenda a. Tristan recapped the meeting and captured action items. b. Agenda next month — Outreach, City Council CAP update, CPC Elections — Chair and Co -Chair c. Sarah inquired how Dawna can review the updated CAP. City will print and send via USPS mail to Dawna. 7. Meeting adjourned at 12:04pm. Next meeting is Thursday, December V.
