ADDITIONS/CHANGES TO THE AGENDA —
MINUTES —Approval of May 2, 2022 minutes, Palmatier Moved to approve as corrected, Chung Seconded,

PUBLIC COMMENT/INTRODUCTIONS —
REPORTS -
A. Creative Programs
1. Grant Recommendations, Tourism Promotion Awards — Sharp reported that the review committee
met and Kirchner, Song and Sharp reviewed the 2023 Tourism Promotion Award applications. Eight
applications were received and eight awards are recommended as follows: Artwalk Edmonds -
$2,600; Cascade Symphony - $2,600; DeMiero Jazz Fest - $2,600; Driftwood Players - $2,600; EAF Art
Studio Tour - $2,600; Rotary Jazz Connection - $2,600; Olympic Ballet - $2,600; and Sno-King Chorale
- $1,800. The awards total $20,000. Any excess above the predicted revenue based budget for the
awards will come from ending cash in the 123 Fund. Kaplan Moved and Soikowski Seconded that the
recommendations be forwarded to the LTAC for inclusion in the LTAC approved 2023 budget,
Approved. Discussion followed about the general number of visitors these organizations bring into
Edmonds, noting that the DeMiero Jazz Fest generally generates significant room nights, and it was
noted that the larger organizations, ECA and CAM, both apply directly to the LTAC, not to the Arts
Commission fund which is for smaller arts organizations.
2. Grant Recommendations, Create Grant — Palmatier reported that the review committee met and
Soikowski, Chung and Palmatier reviewed and discussed the eleven applications submitted, two from
individual artists and nine from not -for -profit organizations. A total of $19,970 was requested
(maximum $2,000) and $13,500 is available. Palmatier briefly summarized the requirements
including that the lead for the project be based in Edmonds, that the projects benefit Edmonds

residents and expand access to arts. General operations were not an eligible activity, and priority was
given to family friendly projects and building positive relationships. Palmatier reviewed each grant
and the amount recommended, nine were funded: Art Start Northwest was awarded $2,000 for art
supplies to be used for a variety of activities at Graphite; Cascadia Art Museum was awarded $1,500
to increase artist stipends for Music at the Museum and to provide free tickets to students at
Edmonds College through the music program; art educator Paula Dibble was awarded $300 for art
supplies to work with free art activities with residents in an adult family home; Edmonds Center for
the Arts was awarded $2,000 to support the intergenerational and intercultural program with
Alphabet Rockers including a racism workshop; Edmonds Woodway High School was awarded $1,700
for a capital project to create a theater poster case in the main entry to the theater and showcase
student accomplishments in theater; Olympic Ballet was awarded $2,000 for pushing beyond their
regular programming for Summer Performances to support costumes and choreography for new
work by an international artist on their staff and providing discounted tickets for students; SnoKing
Chorale was awarded $500 to help support their efforts to reengage in live performance of their
nonaudition choir, supporting vocal music for all; Steel Magic Northwest was awarded $1,500 for
bringing their 94 member student groups to perform on the professional stage of ECA, a program
which engages a high percentage of less advantaged students; and Joshua Dawson, a local student
filmmaker, was conditionally awarded $2,000 to create a fantasy adventure film set in Edmonds and
engaging diverse local artists.
Kaplan Moved, Kirchner Seconded, approval of the nine grant recommendations with the one grant
for the film contingent on satisfactory review of additional information requested from the applicant
by the committee, Approved.
Arts Festival Booth —The opportunity offered by EAF is to present information on arts and culture
related programs through the City Arts Office/Recreation and partners. The booth has walls so will be
able to display visual information. Binders with more detailed information will be on the tables.
Program information will include Poets Perspective, Civic Public Art, other Public Art, Creative
District, Concerts, Outdoor movies, art classes, and Write on the Sound. Discussion followed.
Commissioners were asked to review website to see if there are things that need updating.
4. WOTS — Kaplan reported that Registration opens August 15. There will be two plenary addresses this
year instead of a keynote, Dana Spiotta and Shawn Wong. Rose discussed the new registration
platform.
5. Concert Introductions Signup —Introductions for the Sunday concerts were discussed. For City Park:
June 26 — Laurie will bring box, Soikowski and Palmatier introduce; July 3 — Kirchner; July 17 — Song
and Sharp; August 7 — Kaplan and Soikowski; Aug 21— Kirchner and Chung. Kaplan and Palmatier will
introduce the July 24 concert at Hickman. It is useful to have at least two commissioners at each City
Park/Hickman Park concert and one at the Hazel Miller concerts. HMP series signups included: July
12 — Soikowski; July 14 — Soikowski; July 19 — Sharp; August 4 — Kaplan; August 16 — Palmatier; Aug 23
— Kaplan. The complete list will be sent out for additional signups.
C. Funding & Administration
STAFF REPORT —The July meeting date and format was discussed with the idea that a special meeting to
discuss budget be scheduled for July 25 and cancel the August meeting. The September meeting will
probably be moved to Tuesday Sept 6 or Sept 12 due to the Labor Day holiday on the first Monday.
