Review of Planning -related Bills from 2022 WA Legislative Session
Background/History
On even -numbered years, the Washington State Legislature holds short, 60-day sessions. The short
session usually does not lend itself to approving major pieces of legislation. This year was different as
the Washington Legislature passed a major transportation bill and tackled hot topics such as banning the
sale, manufacture, and distribution of high -capacity ammunition magazines. Housing advocates held out
hope early on for several bills aimed at expanding housing choice, but, in the end, none of the housing -
related bills were passed.

OPEN PUBLIC MEETINGS ACT TRAINING
City Attorney Taraday presented made a presentation regarding the Open Public Meetings Act (OPMA)
Appearance of Fairness Training. Hypothetical and clarification questions were asked as they came up
throughout the presentation.
• The Basics
Appearance of Fairness — must not only be fair but appear to be fair; acting like judges; not policy
makers; when it is applied (site specific rezones) and when it is not (lot line adjustment, preliminary
short plat, comprehensive plan amendments).
o Ex parte communications — what they are, how to avoid, and how to remedy
o Bias — definition, how you know if you have bias, disqualification, lack of quorum
o Script for Chair during hearing
Making a Record — no more than one open record hearing (RCW 36.70B.050), need complete records,
all evidence must be introduced during open record hearing, should request any supplemental
information for questions that cannot be resolved, continuing a hearing
OPMA Violations — meetings must be open and public, who is subject to OPMA
Committees — committees and OPMA, when does a committee act on behalf of the governing body,
example court cases
Due to time limitations, Serial Meetings and Miscellaneous topics were not covered, but Mr. Taraday
indicated he could come back another time and that he would forward additional training resources to the
Board.

Director Feser explained that she intends to bring quarterly updates to the Board and to share more about °
programs, services, and projects the Department is involved with. She explained that the Planning Board Role 'o
for 2022 and beyond will include implementation of the PROS Plan; park planning projects; capital program, a
land acquisition; Park Impact Fees (PIF); and City Code work related to Parks. a
Board Member Rosen asked if there are plans to have a full-time volunteer coordinator for Parks. Ms. Feser
said she is interested in asking for that position in the 2023-2024 budget process. Chair Crank asked about the
staffing levels of the department. Ms. Feser replied that they are fully staffed.
Board Member Rosen thanked staff for recognizing the Board's role in land acquisition. He asked who was
responsible for the Emergency Management Plan Update. Ms. Feser explained that Chuck Wallace is the
Emergency Management Manager and is updating the citywide Emergency Management Plan. Board Member
Rosen then asked about the marketing and branding efforts. Ms. Feser explained this will include a branding
package so there will be a consistent look with all types of communications materials throughout the
Department.
Vice Chair Pence referred to the difference between physical signs throughout Edmonds and asked why those
aren't more consistent with the image they want to portray. Ms. Feser agreed that this is an issue and commented
that this is beginning to change. Moving forward they will try to use the same style of signs within the parks.
She was not sure about the design process for the gateway signs and the Highway 99 signs. Vice Chair Pence
thought that there ought to be one image they should be presenting with all their signage, regardless of where it
is. Chair Crank responded that she was involved with that process, and the group had received input that
different areas wanted to have their own taste and feel.
B. Development Services Planning Work Plan
Development Services Director Susan McLaughlin presented the Development Services Planning Work Plan
for 2022. She reviewed the Department responsibilities, the existing mission, and the organization of the
Administration, Building, and Planning sections.

Key projects for 2022 include: creating an equitable engagement framework; People Streets & Public Spaces
project; Highway 99 Community Renewal Plan; Climate Action Plan; Multi -family Design Standards/Interim
Design Standards; Comprehensive Plan Update 2022-2024; Urban Forestry efforts; code rewrite/updates; and
processing permit applications.
Vice Chair Pence referred to the high number of permit applications and asked if staff could convert this to the
number of housing units this equates to so they can have a better sense of the growth. Ms. McLaughlin stated
that staff tracks those numbers on a monthly basis, and she could pass those along to the Board.
Board Member Gladstone asked about a bill she heard about that lengthens the Comprehensive Plan planning
period. Mr. Lien wasn't sure if the bills passed, but even if they did it would only bump it out to 2025; he expects
that the City will stay on schedule to finish in 2024. Ms. McLaughlin concurred, noting that the City is due for
an update because the last update was in 2015.

Board Member Gladstone asked about any potential efforts to annex Esperance. Ms. McLaughlin noted that c
she is aware of an interest in this, but her understanding is efforts in the past have failed because lack of
community interest in that area. Mr. Lien explained that pieces of Esperance have voted not to be incorporated °
over the years. He also commented that the County and the City had some difficulty coming to an agreement c
on services. Ms. McLaughlin thought this would come up again in the Comprehensive Plan. Vice President Q.
Pence noted that the legislature simplified the process to preclude a veto of the voters in the annexation area. 0.

He thinks the City should look into this sooner rather than later. ze
Board Member Pence thanked Ms. McLaughlin for the presentation. He is very supportive of the need for a
visioning process that would also identify community values.
Chair Crank asked about the staffing levels of the department. Ms. McLaughlin noted that there are two vacant
positions — the Senior Planner and the Planning Manager. Other than that, they are nearly fully staffed.
Board Member Pence expressed concern about the piecemeal approach to amending the Code and
recommended a comprehensive rewrite. Ms. Laughlin explained that codes in every city are like this by their
very nature; however, there is a need to do formatting and legibility and tighten up sections of the code. There
will always be multiple line items of code amendments that are necessary. Board Member Pence recommended
a form -based code when they are ready to do a comprehensive rewrite, especially for the non -single-family
areas of the city.
PLANNING BOARD EXTENDED AGENDA
Board Member Rosen spoke to the importance of consensus between the Council, the staff, and the Board on
what the priorities of the Board are. Chair Crank agreed and noted that they have a joint meeting scheduled with
Council for April 19 and can get their input at that meeting. Mr. Lien noted he had titled this agenda item,
"Pending — for future consideration 2022". He noted that the document they are working from passed through
Council last year.

There was agreement that these items might be moved around as needed by staff based on their readiness. o
Vice Chair Pence requested a briefing on People Streets and Public Spaces on March 23. Director McLaughlin a
indicated that would be a little early, but they could come with more information in April. Board Member 0
Gladstone recommended having several briefings on this throughout the process, including an early look at the
scope of work. Board Member Kuehn agreed that having more information in all parts of the process would be L
helpful for everyone.
Board Member Cheung asked about the agenda for the joint City Council meeting. Chair Crank stated she was
trying to set a meeting with the Council President to work that out.
Board Member Gladstone asked about the Housing Commission recommendations. Ms. McLaughlin explained
that there were some unresolved Housing Commission recommendations that staff would like to get
clarification on prior to the Comprehensive Plan work. Mr. Lien explained that staff wanted to touch based with
the Council to get their recommendation. Board Member Gladstone commented that all the ones that remain
are ones that the Council said should go through the Planning Board. She wondered if the Council would
welcome more input on those items. Ms. McLaughlin thought that would make sense. Chair Crank asked if
staff could get a sense from the Council first to see if that is what they want. Mr. Lien suggested bringing it up
at the upcoming joint meeting. Board Member Cloutier agreed.
AUDIENCE/PUBLIC COMMENTS
Natalie Seitz thanked the Board for the time they put into the PROS Plan process but raised several concerns.
She was very disappointed the Board did not follow through with the initial recommendation around the 4'
Avenue Cultural Corridor as this is an inequitable investment in a well-resourced area. She was disappointed
that the Board chose to send a message to the Council with regard to Marina Beach. Many of the members did
not appear knowledgeable about the discussion leading into that decision and it was unclear to her why they
would build a channel to a piece of property they City does not own and which does not connect to the existing
outfall of the creek. She was also disappointed the Board would slow the progress the Council has made towards
equity. She was disappointed the Board chose to proceed with Marina Beach because it was removed from the

previous presentations, was not identified in the Planning Board discussion during the preceding meetings, and
was redlined in all columns in the packet distributed for the hearing. The CFP shown during the meeting did
not match what was distributed to the public which provided no time for her to forward information she had
previously sent to Council to the Planning Board or to prepare remarks towards this subject. This is not in
keeping with the public information goals the Board had previously championed. She was also disappointed
that the Board chose to weigh 103 individuals' public comments equally as over 2000 individuals who
participated in the PROS planning process surveys and public stakeholders' meetings. She stated this is a
subversion of the outreach process and is exactly why underserved communities do not tend to participate in
the first place. She recommended that the Board receive training in the Growth Management Act and
foundational principles that tend to guide the siting of resources in association with population growth. She also
recommended that they receive training in the land use principles that tend to result in displacement and the
inequity/government relationship. She expressed appreciation to the Board for all the work they put into the
review.
PLANNING BOARD MEMBER COMMENTS
Board Member Rosen thanked staff for the information. He expressed a desire to explore how to improve the
Board's relationship with the Council so that when they make a recommendation it is highly regarded.
Board Member Cheung thanked everyone for participating and for sharing. It was helpful to hear all the reports.
Board Member Gladstone expressed appreciation for the good conversation tonight and said she was looking
forward to future discussions on the important issues before them.
Vice Chair Pence referred to the section of the code that talks about the Board's role in park property acquisition
and development. He commented that there are quite a few park properties that he is not familiar with. He
requested a tour of parks facilities. He brought up the matter of how the City does surveys. Some people have
expressed concern that the surveys were biased towards achieving a certain response. He hopes that the people
involved in crafting surveys for public responses in the future would run the surveys by the Planning Board who
might be able to point out some of those issues. He also brought up how public citizens are notified about
upcoming public hearings. He wondered how they might be more effective at reaching people.
Board Member Kuehn thanked staff for all the work they did on the presentations. He agreed with Vice Chair
Pence that he could use more familiarity with the various parks in Edmonds. He would also appreciate a field
trip when the weather gets nicer. He thanked Chair Crank for putting this retreat together.
Board Member Cloutier thanked Director Feser for the day camp coming back. He noted that those kids put
their backpacks on and walk to any parks they can access within an hour. He joked that following those kids
around is a great way to do a tour and get familiar with the parks.
Student Representative Distelhorst thanked the Board and staff for the information and stated it has given her
new insight.

Chair Crank thanked all of staff for all the work they did putting the information together. Regarding the parks
tour idea, she suggested creating some sort of guide or digital self -guided walking tour. This could be of benefit
not only to the Board, but to the community at large. She is looking forward to seeing how things go with the
joint meeting with Council next month.

Narrative
There were several bills introduced during the 2022 WA Legislative session that were of interest to
Edmonds. The presentation will focus primarily on bills that were passed during the 2022 WA legislative
session. While many of the bills Planning staff were following did not pass, it is worth discussing the
potential implications of some of the introduced bills since many are expected to be revived in some
form next year.

Week 9 Sine Die
The 2022 Legislature adjourned Sine Die on March 10, around 11:30 pm.
It was an historic session, especially considering it was a `short' 60-day supplemental budget session
With healthy revenue forecasts, and an infusion of federal dollars, the Legislature passed an operating
budget of over $64 billion in state funds (an increase of about $5 billion from last session), a $1.5 billion
capital construction budget, and a $17 billion new transportation package. All three budgets prioritize
support for communities that have historically been underserved.
The Legislature focused operating and capital dollars on COVID recovery, investments in affordable
housing and homelessness, education, behavioral health, salmon recovery, climate change and other key
policies.
The transportation package includes investments in hybrid -electric ferries, zero emission buses, electric
vehicle infrastructure and projects to improve safety for bicyclists and pedestrians.
Key policy bills that passed include delaying the implementation of the Long -Term Care Act by 18 months
(HB 1732); passing bills to fix issues with the police accountability laws passed last session (HB 1719, HB
1735, and HB 2037); and gun control legislation (HB 1630, HB 1705, and SB 5078).
Some of the key policy bills that did not pass include a proposal to eliminate single-family zoning (HB
1782), the Voting Rights Act (SB 5597), prejudgment interest (SB 5155), a bill to change last year's law on
vehicular pursuits (SB 5919), and a three-day local sales tax holiday (HB 2018).
The Governor has 20 days to sign bills delivered to him that have not yet been signed. Please let me know

Specific Issue Update
BUDGET
SR 99 Revitalization Project
The city's request to include $22.5 million in the new transportation package for the SR 99 Revitalization
Project was approved by the Legislature. The Move Ahead WA package is a 16-year package and during
the interim the WA State Department of Transportation will be building out the biennial spending lists for
each project. Funding for this project is included in the Climate Commitment Act appropriations. The
CCA was passed during the 2021 legislative session. The Cap and Invest program starts January 1,
2023. Revenues from the auction of emission allowances will support new investments in climate
resiliency programs, clean transportation, and addressing health disparities across the state. It is very
important for the city to begin working immediately with local WSDOT managers on when you
think you will need funding for the project. WSDOT will provide the Legislature with the
recommended timing of appropriations from the CCA over the 16-year timeframe for all of the projects
included in that fund, and the Legislature will approve those schedules next session.
ENVIRONMENT
Methane Emissions
HB 1663 establishes certain requirements related to methane emissions from municipal solid waste
landfills. The provisions of the bill apply to all municipal solid waste landfills that received solid waste
after January 1, 1992, but do not apply to landfills that receive only inert waste or non -decomposable
wastes, or landfills that receive only hazardous waste or regulated under the 42 U.S.C. chapter
103. Ecology will adopt rules to implement. The bill has been delivered to the Governor for signature.
Organic Materials Management
HB 1799 requires local governments' solid waste plans to manage organic materials consistent with state
goals and to provide source -separated organic materials collection services. The House concurred in
Senate amendments and the bill has been delivered to the Governor.
Power Equipment Emissions
HB 1918 relates to reducing gas -powered outdoor power equipment. The bill was amended in the House
Finance Committee so that it now exempts small engine zero -emission outdoor power equipment from
state and local sales and use taxes through 2032. The Senate Ways & Means Committee did not move the
bill out of committee, and it died.
SB 5722 requires the Department of Commerce to adopt state energy management and benchmarking
requirements for buildings between 20,000 and 50,000 square feet and to multifamily residential
buildings larger than 50,000 square feet (tier 2) by December 1, 2023. It also requires Commerce to

HOUSING
Supportive Housing
HB 1866 establishes the Apple Health and Homes Program to provide a permanent supportive housing
benefit and a community support services benefit to persons who meet eligibility criteria related to
income, medical risk factors and barriers to finding stable housing. The program will operate to assure
seamless integration of community support services, stable housing, and health care services through the
collaboration of the Department of Commerce, HCA, DSHS, local governments, coordinating entities,
community support services providers, local housing providers, local health care entities, and
community -based organizations. The bill has been delivered to the Governor.
Limiting Appeals
SB 5818 promotes housing construction in cities through amendments to and limiting appeals. Any non -
project action taken by a fully planning city to implement certain optional planning actions to increase
residential building capacity is made permanently exempt from administrative and judicial appeal under
SEPA. The Senate concurred in the House amendments and the bill has been delivered to the Governor.
LAND USE
GMA
HB 1099, as originally written, would have added a new goal to the GMA for climate change. The Senate
Ways & Means Committee amended the bill and removed nearly all mention of climate change from the
bill, added "extreme weather events" or "changing conditions" in its place. The bill adds a goal of
environmental resiliency to the listed goals of the GMA, adds an environmental resiliency element to the
list of elements that must be included in a comp plan, requires the environmental resiliency element of
the comp plan to address the environmental related problems specific to a jurisdiction, requires
Commerce to adopt guidance that creates a model environmental resiliency element, requires Ecology to
update its Shoreline Master Program guidelines to require SMP to address the impact of sea level rise and
increased storm severity, and adds consideration of changing conditions impacts to the list of elements
that must be contained in optional comprehensive flood control management plans. The House did not
concur on the Senate amendments on March 7 and the House and Senate appointed conferees. The
Senate approved the conference committee report on March 10, but time ran out in the House and the bill
did not pass before Sine Die and it is dead.
LAW ENFORCEMENT/CRIMINAL JUSTICE & COURTS
Gun Control
HB 1630 prohibits the open carry of firearms and other weapons while in a local government building, or
any location of a public meeting or hearing of the governing body of a local government during the
meeting or hearing; in areas of facilities while being used for official meetings of a school district board of
directors; and in election -related offices and facilities. Violations would be a gross misdemeanor. The
House concurred in the Senate amendments and the bill has been delivered to the Governor.
Legal Financial Obligations
HB 1412 allows a court to not impose or waive full or partial restitution and accrued interest owed to any
insurer or state agency if the offender does not have the current or likely future ability to pay. The bill

was amended by the Senate and excepts restitution owed to the Department of Labor and Industries for
the Crime Victims Compensation Program from being waived or reduced by a court. The House
concurred in the Senate amendments and the bill has been delivered to the Governor.
Police Reform
SB 5919 was amended by the House on March 4. The House amended the bill to restore current language
providing that a vehicular pursuit must be necessary for the purpose of identifying or apprehending the
person, and modifies the threat threshold for a vehicular pursuit. It prohibits a vehicular pursuit unless
the person in the vehicle poses a serious risk harm to others (rather than a threat of serious injury or
death to another person as provided in the striking amendment, or an imminent threat to the safety of
others as provided in current law). The bill moved out of the House with a vote of 86-12 and went back to
the Senate for concurrence or dispute, but the Senate took no action and the bill is dead.
OPEN PUBLIC MEETINGS ACT
Public Meetings

Government & Elections amended the bill and incorporated the elements of HB 1056 (AWC and WSAC

Director McLaughlin will give an overview of the People Streets & Public Spaces project that is just
getting started. Attached is a RFQ for the project which was issued in February for the project.
The goal of the project is to optimize existing right-of-way to create social hubs, expand connectivity,
and improve environmental outcomes. The city will explore what we learned from public spaces during
the CV19 crisis that will make a better urban future for Edmonds and how we can reallocate street space
that supports a vibrant, green and connected public space network?
Public engagement will include roundtable discussions in six neighborhood centers (Highway 99
Gateway District and International District, Five Corners, Perrinville, Downtown and Westgate) to
discuss public space opportunities.
New street typology maps will be created that include: 1) 'x' new street types, 2) a pedestrian priority
network that would be prioritized for sidewalk investments, 3) identification of 'green' streets that are
suitable for green stormwater infrastructure and abundant landscape and 4) social hubs, where public
space is expanded to foster pedestrian activity (moving and stationary).

SUMMARY
The City of Edmonds seeks professional services from qualified firms to work with the
community to develop new public space typologies and activation strategies. The consultant
will prepare a plan, including graphic illustrations to optimize existing right of way, in order to
create social hubs, expand connectivity, and improve environmental outcomes.
Interested firms must submit a Statement of Qualifications (SOQ) by 4:00 pm February 28, 2022
to be considered for this project.
The project has two main parts, summarized below. Details are subject to final negotiation
1. Develop new public space typologies (such as expanded landscape complexes/green
stormwater, medians, "streateries," linear parks, etc.) including plan view diagrams,
perspectives, and basic siting criteria.
2. Create a toolkit of public space activation strategies that could be implemented by
community members, organizations or by the City.

3. Lead public engagement efforts including:

City Staffing
The City's lead on this project is the Development Services Director. The City's team will
include representatives from the Planning Division, Engineering Division, Parks & Recreation
Department, with other departments joining as needed. Affected state and regional agencies
may also be invited to participate if necessary.
City staff support is expected to include: managing the overall process; coordinating among
relevant City departments; providing access to data; arranging for and attending meetings
(whether online or at various locations); finalizing and distributing press releases;

website; responding to citizen questions; printing out necessary materials; and providing

Information about Edmonds
Edmonds, Washington, is a city of about 42,000 people, a few miles north of Seattle and
bordering Puget Sound. The community offers a high quality of life. The historic core of
Edmonds was incorporated in 1890. Later annexations expanded the city to an eight -square
mile area in the southwest corner of Snohomish County. For more information about Edmonds,

Information about the Proiect Area
The project area is citywide with an emphasis on six neighborhood centers (Highway 99
Gateway District and International District, Five Corners, Perrinville, Downtown, and Westgate).
The Highway 99 area and surrounding neighborhood was subject of the Highway 99 Subarea
Plan (adopted 2017). The plan provided a vision and new revitalization opportunities. Since
adoption of the Subarea Plan and its associated zoning changes, several sites have begun
redevelopment. In addition, major improvements to Highway 99 are being pursued by the City
and at least one important capital project is expected to start this year. The City is in the
process of developing a Community Renewal Plan for the Gateway District.
Five Corners is a neighborhood commercial area that consists of coffee shops, restaurants, a
convenience store, and an animal hospital. Plans to expand the role of the neighborhood center
and improve the public realm was created as part of a 2010-11 project with the University of
Washington's Green Futures Lab. The plan was initially put on hold until a roundabout could be
completed in 2014; however, the plan was never implemented. Five Corners remains under
consideration, with the latest work consisting of an economic analysis of the redevelopment
potential of four main sites conducted by Heartland Associates in 2018.
Westgate is busy commercial center with two major grocery stores, Goodwill, two pharmacies,
and several smaller restaurants and retailers. Westgate was also the subject of the 2010-11
University of Washington study, from which the City Council adopted the Westgate Plan and
Chapter 16.110 of the Edmonds City Code "Westgate Mixed -Use" zone district in 2015.
Perrinville is a quirky neighborhood commercial center located in the northern portion of
Edmonds. Current development mostly consists of a post office, restaurants, retail, and
services; however, there is recent residential development interest in the area, exemplified by a

new 42-unit townhome project that is nearing completion. Perrinville Creek runs along the
western portion of 761" Ave W and is the subject of a creek restoration project to address long-
term flooding issues and threats to salmon habitat.
Downtown is the historic and cultural heart of the city. Built on a grid street pattern that pre-
date the automobile, the area is pedestrian friendly. Local response to COVID has created an
opportunity to re -imagine how public space is allocated. The city tested a pedestrian -only street
experience, known as Walkable Main Street, on weekends during the summer of 2020 and
2021. To encourage more outdoor dining during the pandemic, a streatery program was
implemented in 2020. The streatery program is scheduled to sunset in April 2022 unless City
Council takes action to extend.

Respondents assume the risk of the method of dispatch chosen. The City assumes no
responsibility for delays caused by any delivery service. Postmarking by the due date will not
substitute for actual receipt of qualifications. SOQs shall be limited to single space, typewritten
pages, (minimum 11-point font) and shall be no more than 25 pages total and bound in a single
volume. A page is defined as one side of an 8 % by 11-inch page. The following format and
content shall be adhered to by each firm and presented in the following order:
A. Cover letter/ executive summary (max. 2 pages): Show the address and telephone
number of the respondent's office from which the project will be managed. Summarize
key information you want the City to know about your qualifications or approach
B. Description of project team: Identify each person's role/responsibilities for this project
Provide a brief biography for each person that includes the person's qualifications and
her/his specific involvement on similar or relevant projects.
C. Approach: Describe your approach to this project and key factors to be considered. Note
any particular values, contributions, or expertise your firm would provide. Provide
elements of a proposed work plan and how your team would carry it out. Indicate
whether or how the work plan will meet the timeframe/schedule for this project.
Identify which aspects of the project are important to incorporate into the project,
based on the $75,000 budget.

D. References/Past Performance: Provide reference information for at least two (2)
projects with similarities to this one, in which the responding firm has participated. For
each reference, include the project name, approximate date of your involvement,
specific services your firm provided on the project, and the reference's contact name
and phone number. (City staff may contact references during the selection process.)
E. Optional Information: You may add excerpts from prior project work to help illustrate
your approach. If such examples are compiled into one section and do not exceed 6
pages, they are not subject to the 25-page limit that otherwise applies to the SOQ.
However, inclusion of excerpts is not necessary from the City's perspective.

The SOQ will be the basis from which interested firms will be selected. At the City's option,
following the City staff evaluation of the SOQs received, selected firms may be invited to make
oral presentations before the City's Evaluation Panel. The City's representative will provide
additional details outlining the preferred content of the presentation to each firm or team of
firms that are invited to participate. Upon completion of the evaluation, the City's Evaluation
Panel will determine the most qualified firm based on all materials and information presented.

FINAL SCOPE OF WORK
The final scope of work will be developed with the top candidate for this project as part of a
professional services agreement.

Any firm wishing to be on an email list for RFQ updates should indicate that interest and
provide its contact information to: debbie.rothfus@edmonds.wa.gov . Also, any questions must
be submitted by email to the City's administrative specialist for this project at the same email
address as above. Substantive responses to any question will be provided to all consulting firms
on the email list just described.

Any firm failing to submit information in accordance with the procedures set forth in the RFQ
may be subject to disqualification. The City reserves the right to change the qualifications
schedule or issue amendments to the RFQ at any time. The City reserves the right, at its sole
discretion, to waive material irregularities contained in the SOQs. The City reserves the right to
reject any and all SOQs at any time, without penalty. The City reserves the right to refrain from
contracting with any respondent. Firms eliminated from further consideration will be notified
electronically by the City as soon as practical.
