2022-11-09 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION Summary Minutes of Special Meeting November 9, 2022 CALL TO ORDER AND ROLL CALL Chair Vogel called the special meeting of the Edmonds Historic Preservation Commission to order at 5:33 p.m. Commissioners Present Staff Present Larry Vogel (Chair) Michele Szafran, Planner Jeremy Mitchell (Vice Chair) Mike Clugston, Senior Planner David Preston Tim Raetzloff Others Present Sam Spencer Dave Teitzel, Edmonds City Council Representative Commissioners Absent Chris Deiner-Karr Katie Kelly MINUTES: 1. Approval of October 13, 2022 HPC Minutes The October 13, 2022 HPC minutes were approved as presented. AGENDA ADDITIONS/CHANGES None REQUESTS FROM THE AUDIENCE There were no audience comments. NEW BUSINESS 1. Vice -Chair Election — Commissioner Jeremy Mitchell was unanimously elected Vice Chair. Historic Preservation Commission Meeting Minutes November 9, 2022 Pagel of 3 2. Member Reappointments — Ms. Szafran noted that she would be checking to see if Commissioners Deiner-Karr and Kelly planned on continuing with the HPC. New Member Position for Professional Candidate — The code calls for two professional positions; right now, there is only one (Jeremy Mitchell). Ms. Szafran discussed recruitment efforts underway to find another one. 4. Discussion of Section 106: Review for Wireless Facility ECA — Senior Planner Clugston explained he got an email a couple weeks ago from a wireless service provider who wants to add some antennae to the roof of the ECA. The Section 106 Review is the opportunity for local historic preservation folks to take a look a proposal on a listed property and provide input. The intent is to get a recommendation sent to the wireless company for comment on their proposal. He presented drone photos of the ECA and the existing antennae. He noted the existing antennae are screened from view by the art deco element. The wireless provider wants to add more to the roof behind the art deco panel and also some to the backside to the east with no screening. Staff feels the wireless service provider should continue the screening element to the east side of the fagade using the same art deco feel that is on the building now. Questions and answers followed. Councilmember Teitzel raised a concern about whether this building is even on the historic register since it has obviously been remodeled and whether they should even be providing comment. Commissioner Raetzloff concurred and raised a concern about the art deco element falsifying history. Mr. Clugston explained he had confirmed that it is on the state register. The Section 106 Review request comes from the Federal Telecommunications Act on Historic Buildings. He noted that the HPC isn't required to provide comments, but they have been invited to. He reviewed a memo he put together with suggested comments. There was consensus that that the screening be continuous all the way around and should match the aesthetic feel of the art deco. Chair Vogel moved, Commissioner Raetzloff seconded, that the HPC recommend the language in the draft memo from Mr. Clugston to extend the fascia around the building to be consistent with maintaining the historic values of the building and the visual aesthetics. Motion passed unanimously. UNFINISHED BUSINESS Calendar Final Comments — Chair Vogel reviewed his work on the calendar. There appeared to be interest in doing some sort of gamification related to the calendar next year (inaudible comments). There was some discussion about printers and costs. Ms. Szafran will look into the required process and the best option for having these printed with the budget they have. Commissioner Raetzloff indicated he would check in with Branding Iron for a rough estimate since he is right next door. Commissioners thanked Chair Vogel for his work. COMMISSION CHAIR COMMENTS Chair Vogel thanked everyone for reviewing the calendar and for being present tonight. Thanks to Jeremy Mitchell for being willing to serve as Vice Chair. The next meeting will be December 8. COMMISSIONER COMMENTS Historic Preservation Commission Meeting Minutes November 9, 2022 Page 2 of 3 Vice Chair Mitchell asked about some unaddressed action items that had been deferred in July. There was agreement to look at those in the new year. Councilmember Teitzel gave an update on an issue at Shell Creek/Yost Park where the creek is being diverted toward the southern bank, and some emergency action is needed. Some of the weir is expected to be damaged in the process, but the City wants to retain part of it at least for historic purposes. He thinks the HPC has the duty to try to help preserve the memory of historic structures as well as buildings. He also suggested they think about some kind of signage for walkers in the park to explain what the weir is. Commissioner Spencer agreed and commented how great it is that the original water system for the City is still in existence. There was discussion about why this wasn't on the register.
