2022-06-09 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION Summary Minutes of Virtual Meeting June 9, 2022 CALL TO ORDER AND ROLL CALL Chair Doyon called the meeting of the Edmonds Historic Preservation Commission to order at 5:32 p.m. Commissioners Present Annie Doyon (Chair) Larry Vogel (Vice Chair) Chris Deiner-Karr Katie Kelly Tim Raetzloff Sam Spencer Commissioners Absent David Preston Staff Present Kernen Lien, Planning Division Manager Michele Szafran, Planner Others Present Kristiana Johnson, Edmonds City Council Representative New commissioner Sam Spencer was welcomed to the Commission. He gave a brief introduction of himself. MINUTES: Approval of 5/12/22 HPC Minutes The 5/12/22 HPC minutes were approved as presented. AGENDA ADDITIONS/CHANGES The agenda was approved with the addition of an update regarding meeting formats from Planning Manager Lien. UPDATE REGARDING MEETINGS Mr. Lien gave reviewed current meeting options. There is a room at the Waterfront Center where people can go to watch and participate in the Zoom meetings in person if desired. Another option is to meet all in person; having hybrid meetings is not an option at this time due to staffing limitations. There was consensus to keep meeting via Zoom. Historic Preservation Commission Meeting Minutes June 9, 2022 Pagel of 3 REQUESTS FROM THE AUDIENCE Jeremy Mitchell stated he is an architect interested in sitting on the HPC. He gave a brief introduction of his background and interests. NEW BUSINESS 1. Seeking a Volunteer to Sit on the Creative District - Mr. Lien noted that they are seeking a volunteer from the HPC to sit on the Creative District. This would be once every other month for an hour plus a once -a - year retreat. Several commissioners expressed interest. Ms. Szafran will forward information to all the commissioners about this opportunity. 2. HPC meetings virtual or in -person? - Discussed above. 3. Calendar — Chair Doyon asked if they should start discussion regarding the calendar. There was consensus to put it on the agenda as a discussion item for the next meeting. Commissioners were asked to brainstorm some theme ideas. There was discussion about using the previous templates with new photos and text. UNFINISHED BUSINESS 1. Recognizing Properties not on Register — Chair Doyon explained for newer members that this was an attempt to find a way to accommodate potential properties, sites, or resources that are significant to the culture and history of Edmonds but don't qualify for the actual register. Chair Doyon asked staff if they had looked into the possibility of having a web page for this purpose. Ms. Szafran replied that staff is stretched very thin. She suggested that the HPC create a PDF document that could be easily linked to from the website. Mr. Lien pointed out that the Preservationist newspaper could be one way that they recognize some of these properties. He clarified that the powers and duties of the HPC should be mostly focused on getting properties on the historic register. There was discussion about previous efforts and challenges with this. Chair Doyon suggested having two subcommittees to focus on getting properties on the historic register and getting properties on the alternative list. Mr. Lien suggested staff could provide an overview of this issue once they get all the new members on the Commission. He pointed out that there is a house downtown that was on the State registry but not Edmonds' registry. 2. Newsletter - Preservationist Resurrection — Chair Doyon asked if printing/copying the newsletter could be done by staff. Mr. Lien thought it could. This item was continued to the next meeting. HPC Member Recruitment — There was discussion about potential new members. 4. Walking Tour — Vice Chair Vogel said he talked with Commissioner Kelly, the Market Chair, and the Market Manager about doing the tours from the Farmers Market. They all think it's a great idea. He has a script ready to go as soon as he gets back in town in mid -July. The idea was to put a sign up at the museum information booth at the Farmers Market about guided walking tours of downtown with a time to meet back there. He, Commissioner Raetzloff, and any other interested commissioners can meet whoever shows up to provide the tour. COMMISSION CHAIR COMMENTS Thanks to the new people for being here tonight. Thanks everyone for a good conversation. COMMISSIONER COMMENTS Councilmember Johnson noted that before Rob Chave left, he was going to send a memo regarding a carry forward of the $10,000 that had been appropriated for two master's degree students to help with getting historic structures on the list in the downtown area. He was also going to put together a job description so they could recruit those students. She asked if any action was ever taken on that. Mr. Lien did not think so. She requested that staff follow up on this. Vice Chair Vogel thanked everyone and welcomed new members.
