LAND ACKNOWLEDGEMENT, CALL TO ORDER, AND ROLL CALL
Chair Vogel read the Land Acknowledgement and called the meeting of the Edmonds Historic
Preservation Commission to order at 5:30 p.m.

Approval of November 9, 2022 HPC Minutes
The November 9, 2022 HPC minutes were approved as presented.

City Email Policy — Ms. Szafran reviewed the policy that all emailing between city boards,
commissions, and staff must be done through city emails. Chair Vogel noted that it is possible to have
the emails forwarded to another email address; however, if you want to respond, you need to go into the
city email account.
2. City account password reset instructions — Ms. Szafran reviewed these procedures.
UNFINISHED BUSINESS
HPC Calendar Update — Ms. Szafran explained that 1000 calendars have gone to print and should be
back at the middle of next week. Chair Vogel said he wanted to make sure that the City Council
members each have one. Chair Vogel and Commissioner Spencer and indicated they would help
distribute the calendars to merchants and department heads. Chair Vogel expressed appreciation for the
assistance of Brad Shipley for the final formatting of the calendar.
ACTION ITEMS
Extended Agenda — There was discussion about items to possibly include as extended agenda items
including resurrecting The Preservationist newsletter, walking tours, and recognizing properties not on
the Register.
Councilmember Teitzel gave an update on the concrete weir and the repair of erosion issues. The City
wants to save part of the weir for historic purposes and have some signage to let people know about the
history. There was some discussion about whether the Commission needs to recognize it as a historic
structure/site. Ms. Szafran reviewed the process for nominating something as a historic site. There was
consensus to investigate nominating the weir as a historic structure/site and a desire to preserve as much
of it as possible. Ms. Szafran will send a link to Commissioner Spencer who will follow up on the
nomination process. There was a question about whether the timing of this designation matters in
relation to the repairs being done by the City.
COMMISSION CHAIR COMMENTS
Chair Vogel is looking forward to doing great things together in 2023. He is happy to continue serving as Chair
and to move forward with getting the newsletter going again, getting walking tours going, and adding things
like the weir and other properties to the Register. He thanked Vice Chair Mitchell for serving as Vice Chair. He
wished everyone a safe, successful, and peaceful holiday season.
COMMISSIONER COMMENTS
Commissioner Kelly thanked Chair Vogel for taking on the Chair position again. She wished everyone
Merry Christmas and Happy Holidays.
Commissioner Spencer said he was looking forward to working on the weir matter.
Vice Chair Mitchell referred to the 106 review of the cell tower that was brought up at the last meeting.
He said he had reviewed what triggers something from removing itself from historical preservation
designation as outlined in federal code and Edmonds code. He reviewed the process if there is a 106
designation.

Councilmember Teitzel thanked the commissioners for the work they do and wished everyone a happy holiday.
Chair Vogel recognized the hard work the Council does and thanked Councilmember Teitzel for being present.
