Background/History
ECDC Chapter 10.02 requires that all Edmonds board and commission members complete training on
the Open Public Meetings Act (OPMA; Chapter 42.30 RCW) within 90 days of their appointment, and
must repeat training at least every four years. City Attorney Jeff Taraday will be providing an overview of
the OPMA and answering questions from board members. The training is expected to take
approximately one hour.
Board members are encouraged to take the online OPMA training offered by the Washington State
Office of the Attorney General in advance of the retreat. That training can be accessed at

Background/History
City staff is currently finalizing a work plan and consultant request for proposals (RFP) for the 2024
Comprehensive Plan Periodic Update, which must be adopted by December 31, 2024. In advance of
future Planning Board meetings to discuss and help guide this important work, staff has arranged for a
presentation from Joe Tovar, FAICP. Mr. Tovar's presentation will include an overview of the Growth
Management Act (GMA), comprehensive planning, and recent GMA changes related to the
Comprehensive Plan's Housing Element.
Joe Tovar has been a city planner in Washington since 1976. He participated in the drafting of the
Growth Management Act (GMA) of 1990, has written several amendments to GMA, interpreted it for
twelve years as a member of the Growth Management Hearings Board, and administered it as a
planning director for the cities of Kirkland, Covington, Shoreline, and Bainbridge Island for a total of
sixteen years.
As a consultant, Joe served both public and private clients for ten years. As affiliate faculty at the
University of Washington, Joe led two collaborative statewide reviews which contributed to GMA
amendments in the 2021 and 2022 legislative sessions.
Last July Joe was hired by the Washington State Department of Commerce to provide technical
assistance to cities in the Central Puget Sound Region considering middle housing comprehensive plan
policies and development regulations. Joe holds degrees and certificates in planning, urban design, and
management from the Universities of California, Colorado, and Washington and is a member of the
College of Fellows of the American Institute of Certified Planners.
