2023-02-02 Climate Protection Committee MinutesCity of Edmonds - Mayors Climate Protection Committee ("CPC") Meeting Minutes February 2, 2023 Mission of the CPC is to (1) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to implement ideas, and (4) Effectively address the future impacts of climate change In Attendance: On -Site (Brackett Meeting Room): Committee Members: Cynthia Pruitt, Pam Tauer (Temporary Chair), David Schaefer, Hank Landau, Angela Winzen Staff: Sarah Brinkley, Tristan Sewell Resident: Nick Maxwell (who is also a member of the Planning Board) Zoom: Committee Members: Steve Cristol, Dawna Lahti, Council Rep - Susan Paine 1. Welcome & Agenda 2. Check -In a. Steve Cristol moved and Hank Landau seconded a motion to approve the minutes from the January 5, 2023, meeting (as corrected). The motion passed with unanimity. (This will need to be updated to reflect the changes/corrections that were made to the January 5, 2023 meeting minutes). 3. Committee Chair Elections a. Pam Tauer reported that Bryn Chighizola reported she does not have time to be the chairperson but will attend sometimes and will follow up with a letter. b. The committee decided a co-chair was not necessary and discussed the need for a secretary. c. The decision was made to defer the elections to the March 5, 2023, meeting. 4. Edmonds Climate Champions Project a. Tristan confirmed the topics for the series: i. Built Environment ii. Transportation (including Active Transportation, Mass Transit and Electric Vehicles) iii. Lifestyle and Consumption iv. Environment (including Sea Level Rise, Urban Forestry, and Resilient Landscaping) b. Hank asked if these topics include discussion of carbon offsetting; Tristan confirmed. c. Angela Winzen asked the committee how these topics would be presented. Hank suggested a speakers' panel composed of providers and with both sides of an issue to foster debate. Tristan suggested ways to get people actually moving (e.g., cycling and walking, CT rides). Susan Paine suggested meeting near trails where people could bike and walk. Cynthia Pruitt suggested that Edmonds College's apprenticeship program bringing a building project and demonstrate things like weatherstripping. Angela suggested that the sea level rise segment could involve a demonstration on the beach. A tree -planting event was also suggested. 1 d. Tristan said he thought Susan McLaughlin would OK these ideas. Cynthia asked him to confirm once he receives these minutes listing the ideas. e. David Schaefer suggested involving the Climate Alliance, and the Citizen Roundtable. Panels could be taken directly to groups. f. Tristan and Susan clarified that the Climate Champions Project's goal is public engagement (not to "petition" the city council. g. Pam expressed concern about being ready on time, how the funding will be spent and cautioned the group that we need a program for each topic. h. Tristan will be completing a work program. i. Action Items i. Tristan will be preparing a work program and plan for budget allocation. ii. Tristan will look into bringing the city's PIO to a Climate Champions committee meeting. iii. Members will attend or listen in on the City Council meeting of February 28, 2023. iv. Cynthia will send Tristan [and Pam] a draft of the March agenda based on these minutes. 5. Meeting Recap and Next Month Agenda a. Agenda next month — i. City Council CAP update ii. CPC committee co-chair elections iii. Update from City Communications iv. Update from Climate Champions Sub -Committee b. Meeting will be scheduled for 75 minutes— 11am —12:15pm. 6. Public Comment Nick Maxwell was happy to see us doing this work.
