City of Edmonds Community, Cultural and Economic Development Department PRESENT: Richard Chung, Lily Kamila (student rep), Harry Kirchner, Lisa Palmatier, Tanya Sharp, Rhonda J Soikowski, Ashley Song STAFF: Laurie Rose, Arts Program Specialist; Todd Tatum, Community Services & Economic Development Director AUDIENCE/GUESTS: Paul Cogley The meeting was called to order at 5:34pm by Soikowski Land acknowledgement read by Soikowski: "We acknowledge the original inhabitants of this place, the Sdohobsh (Snohomish) people and their successors the Tulalip Tribes, who since time immemorial have hunted, fished, gathered, and taken care of these lands. We respect their sovereignty, their right to self-determination, and we honor their sacred spiritual connection with the land and water."- City Council Land Acknowledgment MINUTES Palmatier noted typographical errors and an omitted name under New Business in the December 2022 Minutes. Approval of December 2022 minutes with corrections and omission to be added as noted. Kirchner Moved, Soikowski Seconded. Approved. PUBLIC COMMENT/INTRODUCTIONS Soikowski introduced Tatum and Cogley. REPORTS A. Creative Programs 1. On the Fence: Call for a Motion to approve the suggested proposals for the 2023 On the Fence schedule presented by the On the Fence committee at the December 2022 meeting. Motion to approve. Kirchner Moved, Song Seconded. Approved. 2. EAC 2023 Nominations: Soikowski reviewed nomination process and noted that she and Sharp met to tally the nominations. The nominated commissioner for 2023 Chair is Song and the nominated commissioner for 2023 Vice Chair is Palmatier. Soikowski called for nominations from the floor (none). Motion to approve Song as Chair and Palmatier as Vice Chair for 2023. Sharp Moved, Kirchner Seconded. Approved. EAC Minutes Dec 2022 pg. 1 of 3 3. Update by Tatum on Community Cultural Plan, Creative District, 4th Avenue Cultural Corridor and Economic Development. - Consultants will be contracted for the Community Cultural Plan update. Initial meetings are slated to begin in summer, which is still within the City's Comprehensive Plan schedule. An event similar to the 2013 Art Summit could be held this summer. - Recertification is required at the end of 2023 for the Creative District. The Creative District Advisory Committee is meeting March 2nd to discuss updates for the five-year plan and other elements for the recertification process. Tatum is working with ArtsWA on ideas regarding joint programs with other state Creative Districts. - 4th Avenue Cultural Corridor consultant selection for the next phase of design and draft funding strategy to construct will be first week of February. - Plans are underway this year to create a marketing "positioning statement" and branding for all the City of Edmonds marketing and promotion initiatives. Discussion followed regarding the City's current Economic Development and marketing program and where the EAC can be involved. Sharp volunteered to be the EAC's representative on a future marketing advisory committee and on the 2023 Creative District advisory committee. Discussion also followed on the 4th Avenue Cultural Corridor project regarding the current elements of the project, WA State grant requirements for the current phase, and a review of other fund allocations. 4. Poet's Perspective update: Rose reported the 2023 Poet's Perspective Call for Poetry will be posted the week of January 16. This year's program will include a special call for poetry from students, ages 8 —17 years. The display of selected poetry posters will be different from last year as pandemic restrictions no longer apply. Discussion followed regarding the scope of the program for 2023. Commissioners Kirchner and Sharp, Student Representative Kamila, and in -coming commissioner Cogley will be the 2023 selection committee, plus an "at large" member to be named at a later date. STAFF REPORT Rose reported on the following items: • Frances Chapin's medical leave update • Reminder to check City email in -boxes • Update cell phone number for Rose to department cell number • Future EAC meetings will return to the Frances Anderson Center • Edmonds Lunar New Year event is Jan 21" downtown at Winter Market • Request for the Visual Arts Committee to meet before the Feb.
