2023-04-06 Climate Protection Committee MinutesCity of Edmonds - Mayors Climate Protection Committee ("CPC") Meeting Minutes April 6, 2023 Mission of the CPC is to (1) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to implement ideas, and (4) Effectively address the future impacts of climate change. In Attendance: On -Site (Brackett Meeting Room): Committee Members: Pam Tauer (Temporary Chair), Cynthia Pruitt, Angela Winzen City Staff: Tristan Sewell Council Rep: Susan Paine Citizens —Georgina Armstrong, Lisa Conley, Tom Hafford, Nick Maxwell Zoom: Committee Members: Steve Cristol, Dawna Lahti City Staff — Carolyn LaFave 1. Call to Order, Review of Agenda, & Introductions a. Meeting was called to order at 11:1 Sam. b. The meeting agenda was distributed and approved. 2. March Meeting Minutes a. The March meeting minutes were approved with the following edit: Correct Wintzen to Winzen. 3. Council Update a. With the recent CAP approval, focus is on legislative changes that support the CAP. 4. Committee Position Elections a. Cynthia accepted nomination for Chair contingent that a vice chair was nominated to support in her absence. Angela accepted the nomination for vice chair. Dawna made a motion to vote this slate; Steve seconded, and all members approved unanimously Cynthia assumed the chair for the remainder of the meeting. 5. Climate Champions Update a. Tristan provided an overview of the work of the Climate Champions subcommittee. b. The city hired Blue Wings Events to provide the Edmond Earth Fair event coordination. c. Angela invited all CPC members to attend and support the inaugural Climate Champions event on April 29th. Public attendees Lisa and Georgina stated they are interested in joining the committee. d. Tom recommended promoting EV affordability. e. Climate Champions meet every week in the month of April via Zoom on Thursdays at 4pm. 6. Tree Code Amendments a. Dawna provided an overview of the public meeting held by the city regarding tree code amendments. b. Dawna recommended the CPC members participate in the survey provided as part of the public meeting minutes. c. Steve asked if we could add questions to the survey. This would be a missed opportunity if the survey did not ask whether the participant is aware of the climate protection and tree canopy needs. d. Tristan will invite Deb Powers, city staff leading the tree code amendments, to join a CPC meeting. Tristan will also share the questions we have. e. Tristan provided a summary of the current tree code which is complicated and time consuming. He confirmed the code does not support the climate protection plan especially in single-family homes on flatter lots. f. Susan Paine shared that the current process was developed to ensure that developers did not clear cut a property. g. Georgina shared that when a tree is cut down the carbon is released. She inquired as to whether we have language in the code to encourage or require tree replacement. 7. May Agenda a. Cynthia asked the committee for the May agenda topics: i. Council Update ii. Climate Champions Event Recap iii. Climate Champions Series Planning (new recurring topic) iv. Potential Mayor visit V. Tree Code Amendments (new recurring topic) 8. Public Comment a. Lisa asked that the Public Comment topic be announced in the meeting Welcome. b. Cynthia stated that the CPC needs to decide whether all public comments should be held until the Public Comment topic is opened. 9. Announcements Cynthia will add Announcements to the end of the meeting agenda as a recurring item. The following announcements were shared: a. Lisa Conley — on April 215t the city is sponsoring an Earth Day Clean Up b. Susan Paine — will send CPC members an article on micro -electric vehicles and their potential. c. Tristan Sewell — legislative bills to watch regarding land use - 1110 and 5466; and climate resiliency -1181 The meeting ended at 12:00pm.
