SUMMARY MINUTES
September 13, 2007
CALL TO ORDER AND ROLL CALL
Chair Kindness called the meeting of the Edmonds Historic Preservation Commission to order at 4:10 p.m. in the 3"' Floor
Conference Room of City Hall, 121 — 5th Avenue North.

REVIEW OF APPLICANTS FOR VACANT COMMISSIONER POSITION
Chair Kindness pointed out that some Commissioners' terms expire at the end of 2007, and Commissioner Binder has
indicated she would not seek reappointment. The Commission discussed whether it would be appropriate to select just one
new Commissioner to take Commissioner Hall's place, or an additional one to take Commissioner Binder's place at the
beginning of 2008. It was noted that the Commission position was advertised in a generic manner, so it would be possible
for the Commission to select two new members from the four current applications. It was noted that only three of the
applicants would be available for interview today.
COMMISSIONER WAITE MOVED THAT THE COMMISSION TABLE THIS DISCUSSION UNTIL AFTER
THE INTERVIEWS HAVE TAKEN PLACE. COMMISSIONER DEINER-KARR SECONDED THE MOTION.
THE MOTION CARRIED UNANIMOUSLY.
READING/APPROVAL OF MINUTES
COMMISSIONER HALL MOVED THAT THE MINUTES OF JUNE 14, 2007 BE APPROVED AS SUBMITTED.
COMMISSIONER BINDER SECONDED THE MOTION. THE MOTION WAS APPROVED UNANIMOUSLY.
COMMISSIONER HALL MOVED THAT THE MINUTES OF JULY 12, 2007 BE APPROVED AS CORRECTED.
COMMISSIONER BINDER SECONDED THE MOTION. THE MOTION WAS UNANIMOUSLY APPROVED.
REQUESTS FROM THE AUDIENCE
There was no one in the audience who expressed a desire to address the Commission during this portion of the meeting.
PUBLIC HEARING
There were no public hearings scheduled on the agenda.
INTERVIEW OF APPLICANTS FOR VACANT COMMISSIONER POSITION
The Commission interviewed the following applicants: Sondra Padgett, Daniel Kerege, and Susan Bauer.
PRESENTATION IN RECOGNITION OF COMMISSIONER HALL'S SERVICE ON THE HISTORIC
PRESERVATION COMMISSION
Chair Kindness presented Commissioner Hall with a plaque in recognition of his volunteer service to the City of Edmonds as
a member of the Historic Preservation Commission. She also expressed the Commission's appreciation to Commissioner
Hall for the knowledge and expertise he shared with them.
DISCUSSION REGARDING THE FUTURE OF THE HISTORIC PRESERVATION COMMISSION
Commissioner Hall suggested that in light of all of the projects the Commission is currently involved in, perhaps it would be
appropriate to consider expanding the membership. He commended the Commission for all they have accomplished over the
past several years. However, it is important to keep in mind that new Commissioners can bring new skills and ideas to the
group. He suggested that once new members are on board, the Commission should hold a planning session to identify the
Commission's future goals and objectives.
COMMISSIONER HALL MOVED THAT THE COMMISSION DIRECT THE COUNCIL REPRESENTATIVE
TO PROPOSE THE CITY COUNCIL EXPAND THE COMMISSION TO INCLUDE TWO MORE LAY
MEMBERS. COMMISSIONER WAITE SECONDED THE MOTION. THE MOTION CARRIED
UNANIMOUSLY.
Council Member Plunkett agreed to present the Commission's proposal to the City Council as soon as possible, so the new
members could be appointed by January 1, 2008.
The Commission discussed that two City Council Members have been assigned to participate on the Commission, but only
Council Member Plunkett attends the meetings on a regular basis. The Commission agreed that Chair Kindness should
contact the Council President regarding whether there are supposed to be one or two representatives.

Registration Committee
The Registration Committee did not provide any report during this portion of the meeting.
Education and Outreach Committee

Commissioner Binder reminded the Commission that they are scheduled to participate in the Saturday Market on September
15"' from 8 a.m. to 3 p.m. The Commission reviewed who would be available to represent the Commission during the event.
Commissioner Binder agreed to collect all of the visual items, as well as the informational brochures, from City staff.
Commissioner Kindness was asked to send out a press release announcing the Commission's participation in the market.
Preservation Planning Committee
The Preservation Planning Committee did not provide any report during this portion of the meeting.
HISTORIC PRESERVATION CHAIR COMMENTS
Chair Kindness did not provide any comments during this portion of the meeting.
HISTORIC PRESERVATION COMMISSIONER COMMENTS
Commissioner Hall thanked the Commissioners for all they have done to serve the City. He said he has had fun working
with each one of them. The remainder of the Commission expressed their thanks to Commissioner Hall, as well.
