2008-01-10 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES January 10, 2008 CALL TO ORDER AND ROLL CALL Chair Kindness called the meeting of the Edmonds Historic Preservation Commission to order at 4:00 p.m. in the 3' Floor Conference Room of City Hall, 121 — 5' Avenue North. COMMISSIONERS PRESENT Christine Deiner-Karr, Chair Rob VanTassell, Vice Chair Steve Waite Norma Bruns Andrew Eccleshal Daniel Kerege Michael Plunkett STAFF PRESENT Diane Cunningham, Planning and Dcv. Services DISCUSSION REGARDING COMMISSION CANDIDATE SELECTION CRITERIA Chair Deiner-Karr referred to the ordinance that established the Historic Preservation Commission, and noted that it includes criteria the Commission should use when interviewing candidates for vacant Commission positions. In addition to having a interest in historic preservation, Commissioner Eccleshal suggested they also focus on those candidates who have specific strengths that would be useful in helping the Commission get things done. They agreed that candidates not selected as Commissioners could be invited to participate on subcommittees and special projects, and eventually become members of the Commission as opportunities open up in the future. The Commission clarified the misconception that it would be a conflict of interest for a City Council Member's spouse to become a member of the Historic Preservation Commission. They emphasized they have no such policy or position in this regard. INTERVIEW OF CANDIDATES FOR VACANT COMMISSION POSITIONS The Commission interviewed the following individuals: Al Rutledge, Alan MacFarlane, Ira Shelton, Larry Vogel, Jennifer Anttila, and Melissa Parker. Carol Lovegren, Sondra Padgett and Sue Bauer were not present for their interviews. Upon contacting them by phone, the Commission learned that Ms. Lovegren and Ms. Padgett were no longer interested in becoming Commissioners. PROPERTY LOCATED AT 555 MAIN STREET The Commission expressed disappointment that an application has already been submitted for redevelopment of the historic property located at 555 Main Street. While they agreed there is no way the Commission can stop the property owner from demolishing the historic structure, they can use this situation as an opportunity to raise public awareness about the need for historic preservation. Commissioner Eccleshal agreed to prepare a draft press release outlining the facts associated with the property and email it to all Commissioners for comment. The Commission could formally approve the press release at their next meeting. REVIEW OF CANDIDATES FOR VACANT COMMISSION POSITIONS The Commission briefly discussed the candidates they interviewed. CHAIR DEINER-KARR MOVED THE COMMISSION INVITE IRA SHELTON, LARRY VOGEL, JENNIFER ANTTILA AND SUE BAUER TO ATTEND THE WORKSHOP SESSION. AFTER THE WORKSHOP SESSION, THE COMMISSION COULD MAKE A FINAL RECOMMENDATION TO THE CITY COUNCIL ON THEIR TOP THREE CANDIDATES. COMMISSIONER WAITE SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. WORKSHOP SESSION The Commission scheduled a workshop session for January 22, 2008 starting at 5:30 p.m. They agreed this would be an opportunity to review their mission statement, identify 2008 tasks, and then reorganize their subcommittees to accomplish the tasks. Commissioners were invited to forward possible discussion topics to Chair Deiner-Karr as soon as possible. It was noted the workshop would be advertised as a public meeting, and dinner would be served to the Commission. HISTORIC PRESERVATION CHAIR COMMENTS Chair Deiner-Karr did not provide any comments during this portion of the meeting. HISTORIC PRESERVATION COMMISSIONER COMMENTS None of the Commissioners provided comments during this portion of the meeting.
