2010-07-08 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES July 8, 2010 CALL TO ORDER AND ROLL CALL Chair Eccleshall called the meeting of the Edmonds Historic Preservation Commission to order at 4:30 p.m. in the 3rd Floor Conference Room of City Hall, 121 — 5"' Avenue North. COMMISSIONERS PRESENT Andy Eccleshall, Chair Larry Vogel, Vice Chair Jennifer Anttila Sue Bauer Chris Deiner-Karr John Dewhirst Alan Macfarlane Eric Norenberg (arrived at 5:55 p.m.) READING/APPROVAL OF MINUTES STAFF PRESENT Diane Cunningham, Planning and Dev. Services COMMISSIONERS ABSENT Steve Waite (excused) Michael Plunkett (excused) VICE CHAIR VOGEL MOVED THE COMMISSION APPROVE THE MINUTES OF JUNE 10, 2010 AS CORRECTED. COMMISSIONER DEINER-KARR SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. ANNOUNCEMENT OF AGENDA Chair Eccleshall said he would add an additional item under new business. Vice Chair Vogel requested an update regarding the grant, and Ms. Cunningham reported there has been no new activity since the last meeting. Vice Chair Vogel recalled that the Commission previously discussed the idea of having an additional City Council Member serve as an alternative liaison to the Commission. They agreed to discuss the issue at their next meeting. The remainder of the agenda was approved as presented. REQUESTS FROM THE AUDIENCE There was no one in the audience to address the Commission during this portion of the meeting. COMMITTEE REPORTS Registration Committee Ms. Cunningham announced that public hearings for the Palmer House (820 Maple Street) and the Frances Anderson Center (700 Main Street) nominations have been scheduled on the Commission's August 12"' agenda. Commissioner Bauer reported that the property owners of 832 Maple Street and 728 Sunset Avenue declined to have their properties nominated for the Register. Commissioner Definer -Karr noted that the house at 555 Main Street (Bettinger House) has been leased. Education and Outreach Committee Chair Eccleshall reported that the next edition of THE PRESERVATIONIST is ready to be published and distributed. He agreed to purchase the paper and deliver it to staff early the next week. Vice Chair Vogel agreed to forward the PDF file to Ms. Cunningham. The Commissioners agreed to distribute the publication at the same locations as last time. Chair Eccleshall reported that he and Vice Chair Vogel canvassed the area from 76`h Avenue West north of Main Street all the way to the water to identify history properties. Commissioner Dewhirst canvassed the area between SR-104 and 9th Avenue that is north of Pine and south of Main Street. They are still waiting for Commissioners Norenberg and Waite to finish their areas. Once the work is done, the Commission would dedicate a meeting to review the list and select 80 to 100 properties that warrant further investigation as part of the next phase of the survey. The Commission had a brief discussion of historic properties that are currently located in unincorporated Snohomish County. They agreed that, at this time, they would focus on just those properties located within the current City limits. Preservation Planning Committee The Presentation Planning Committee had nothing to report during this portion of the meeting. Edmonds South Snohomish County Historical Society Commissioner Macfarlane encouraged the Commissioners to become members of the Edmonds Museum. He reported that the Museum's current display, Wood Carvings of Richard Brown, would be open until October 31". He further reported that the camera display is absolutely amazing, as well. NEW BUSINESS Chair Eccleshall advised that Joni Sein, Edmonds Museum Director, has announced that she would resign her position as she is moving to North Carolina. He announced that he is interested in her position, and the Museum has generously agreed to allow him to try the position for a month and a half. If it is a fit, he plans to accept the position on a permanent basis. As a result, he has decided to step down as chair of the Commission for at least a few months, and Vice Chair Vogel would take over in his place. At the request of Vice Chair Vogel, the Commission agreed to designate a Vice Chair Pro-Tem. THE COMMISSION NOMINATED COMMISSIONER BAUER TO SERVE A VICE CHAIR PRO TEM. THE NOMINATION WAS APPROVED UNANIMOUSLY. Discussion of Increased Register Incentive Ideas and How to Proceed The Commission discussed that it is difficult to make the Register sound appealing to potential property owners because there are not a lot of financial incentives. They agreed there are numerous types of incentives the City could offer. Commissioner Bauer suggested it would be helpful for the entire Commission to attend the Commission Assistance and Mentoring Program (CAMP) sponsored by the National Alliance of Preservation Commissions to gain additional knowledge, particularly related to historic preservation incentives. The Commission discussed options for gathering information such as inviting representatives from the Washington State Department of Archaeology and Historic Preservation and/or other historic preservation experts to speak to the Commission about possible incentives. Commissioners Deiner-Karr and Bauer agreed to meet together to discuss a potential slate of speakers for the Commission's consideration. Commissioner Dewhirst agreed to contact the Washington State Department of Archaeology and Historic Preservation for potential speakers, as well. They agreed to discuss the issue again at their next meeting. Commissioner Dewhirst recalled that at the last meeting, he reported that a representative from the Washington State Department of Archaeology and Historic Preservation asked if the Commission's grant request included a proposal for scholarships for Commissioners to attend historic preservation conferences. The Commission agreed to consider this option Historic Preservation Commission Minutes July 8, 2010 Page 2 as part of future grant applications. Vice Chair Eccleshall noted there is also state funding available for scholarships. Commissioner Bauer agreed to contact the state and search their website to learn what educational opportunities and scholarships are available to historic preservation commissioners. Calendar Imaze Selection Chair Eccleshall announced that a Commission meeting was held at his home and was attended by Commissioners Norenberg, Dewhirst, Deiner-Karr, Waite and himself. They reviewed a collection of images and selected several for inclusion in the Commission's future calendar project. The Commission reviewed the photographs that were selected, and discussed the idea of combing through the Museum's index to identify better images of the properties. Some Commissioners volunteered to work with the photographs to improve their quality. They agreed the images should be ready for the September meeting. They also agreed it would be appropriate to notify the owners that their properties would be featured in the calendar. Commissioner Anttila left the meeting at 6:35 p.m. ACTION ITEMS Potential Property Nominations There were no potential property nominations for the Commission to consider. Updates to Historic Inventory Chair Eccleshall noted that the BOLA Report should be updated to identify that the Schumacher Building was built in 1890 rather than 1900. He found this information at the Edmonds Museum. Commissioner Macfarlane left the meeting at 6:38 p.m. HISTORIC PRESERVATION CHAIR COMMENTS Chair Eccleshall thanked Vice Chair Vogel for filling the roll of Chair of the Commission on an interim basis. HISTORIC PRESERVATION COMMISSIONER COMMENTS None of the Commissioners provided comments during this portion of the meeting.
