2010-10-14 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES October 141 2010 CALL TO ORDER AND ROLL CALL Chair Vogel called the meeting of the Edmonds Historic Preservation Commission to order at 5:37 p.m. in the P Floor Conference Room of City Hall, 121 — 5th Avenue North. COMMISSIONERS PRESENT STAFF PRESENT Larry Vogel, Chair Rob Chave, Planning Division Manager John Dewhirst Diane Cunningham, Planning and Development Services Alan Macfarlane Eric Norenberg COMMISSIONERS ABSENT Steve Waite Sue Bauer, Vice Chair (excused) Jennifer Anttila (excused) Andy Eccleshall (excused) Christine Deiner-Karr (excused) Michael Plunkett READING/APPROVAL OF MINUTES COMMISSIONER DEWHIRST MOVED THE COMMISSION APPROVE THE MINUTES OF SEPTEMBER 9, 2010 AS PRESENTED. COMMISSIONER NORENBERG SECONDED THE MOTION. THE MOTION CARRIED UNANIMOUSLY. ANNOUNCEMENT OF AGENDA The agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There was no one in the audience. COMMITTEE REPORTS Registration Committee None of the Registration Committee members were present to provide a report. Education and Outreach Committee Chair Vogel reported that he is in the process of preparing the next edition of THE PRESERVATIONIST, and the Palmer House will be the feature article. He would also like to include a short summary of the Commission's 2010 accomplishments such as new properties on the Register and updating the BOLA Report. He anticipates a draft would be available for the Commission's review at their November meeting so it can be published and distributed before the end of the year. Preservation Planning Committee The Preservation Planning Committee did not have anything to report during this portion of the meeting. Edmonds South Snohomish County Historical Society Commissioner Macfarlane reported that the Museum's current display, Wood Carvings of Richard Brown, would conclude on October 3I't. The Christmas exhibit, featuring stuffed animals and toys, will be on display from November lst through December 31st Edmonds Carnegie Library Repair Updates Commissioner Waite announced that all of the contractor work has been completed on the Edmonds Carnegie Library. He reported that the quality of the work is quite good, but some of the patching is obvious. The paperwork for the project will be completed within the next 30 to 45 days. The City will seek grant funding for the remaining work. 10 XIAIIA 1-1&110 okv Discussion on Next Month's Meeting Date It was noted that the Commission's next meeting is scheduled for November l lth, which is Veteran's Day. They agreed to reschedule the meeting to November 18th, if there is a meeting location and a quorum of Commissioners can be present. Commissioner Dewhirst agreed to contact Megan Duvall, Certified Local Government and Survey Coordinator, Washington State Department of Archaeology and Historic Preservation, and invite her to meet with the Commission in either November or December to discuss available resources and opportunities for training and continuing education, successful incentives for nominating properties to the local register, mandatory versus voluntary local registers, suggestions for public outreach and community education, and successful fundraising opportunities. The Commission briefly discussed ideas for linking historic preservation with design review. Mr. Chave explained that this would require either historic districts and/or design standards that dictate historic preservation. Discussion of Increased Register Incentive Ideas and How to Proceed Commissioner Dewhirst reminded the Commission that Ms. Duvall would be invited to discuss this issue further with the Commission in November or December. ACTION ITEMS Potential Property Nominations It was noted that there are no properties currently in the nomination process. Ms. Cunningham announced that there are now 15 properties on the Register. The Commission agreed it would be appropriate to schedule press events for both the Palmer House and the Frances Anderson Center. Chair Vogel agreed with meet with Commissioner Eccleshall to formulate ideas for the event and report back to the Commission. Placement of Plaques on Historic Properties Commissioner Waite expressed concern that the new plaque at the Carnegie Library was attached by drilling into the brick, which is not appropriate. The Commission discussed the idea of creating a handout to provide guidance on plaque location and how they should be attached. Commissioner Norenberg agreed to provide a rough draft for the Commission to consider at their next meeting. Historic Preservation Commission Minutes October 14, 2010 Page 2 Updates to the Historic Inventory Chair Vogel announced that Commissioner Dewhirst found additional historic sites to add to the list of properties that would be part of the upcoming inventory expansion project. Chair Vogel and Commissioner Waite agreed to participate in the consultant selection process. Update of Strategic Plan Mr. Chave suggested the Commission update their Strategic Plan, since it is intended to be their working document and some things have changed. The Preservation Planning Committee was assigned the task of reviewing the document and recommending appropriate changes to accurately reflect the Commission's current priorities. Mr. Chave also suggested the Commission consider their future role in implementing the newly -adopted Community Sustainability Element of the Comprehensive Plan. HISTORIC PRESERVATION CHAIR COMMENTS Chair Vogel did not provide any comments during this portion of the meeting. HISTORIC PRESERVATION COMMISSIONER COMMENTS Commissioner Norenberg requested the Commissioners forward him any digital files they have of historic buildings. Chair Vogel suggested he contact Commissioner Eccleshall, who is collecting digital photographs for the calendar project. Commissioner Macfarlane announced that the Museum would once again sponsor a Halloween event for children in the community. Commissioner Dewhirst announced that after walking through three additional parts of the City, he was able to identify additional historic buildings. He provided information so staff could add the properties to the list. He encouraged the Commission to continue their effort to survey the entire City and identify historic properties. The remainder of the Commission concurred and agreed that a map should be created to identify the areas that have been adequately canvassed. Ms. Cunningham announced that Commissioner Eccleshall's term on the Commission expires at the end of the year, and he has enthusiastically agreed to another term.
