2018-11-08 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES OF MEETING November 8, 2018 CALL TO ORDER AND ROLL CALL Chair Raetzloff called the meeting of the Edmonds Historic Preservation Commission to order at 5:30 p.m. in the 3' Floor Conference Room of City Hall, 121 — 5' Avenue North. COMMISSIONERS PRESENT STAFF PRESENT Tim Raetzloff, Chair Rob Chave, Planning Division Manager Laura Johnson, Vice Chair Kernen Lien, Environmental Programs Manager David Preston Diane Cunningham, Administrative Assistant Emily Scott Steve Waite OTHERS PRESENT COMMISSIONERS ABSENT Chris Deiner-Karr Kristiana Johnson, City Council Member Kate Kelly (excused) Larry Vogel (excused) APPROVAL OF MINUTES COMMISSIONER WAITE MOVED THAT THE MINUTES OF OCTOBER 11, 2018 BE ACCEPTED AS PRESENTED. COMMISSIONER PRESTON SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. AGENDA ADDITIONS/CHANGES The agenda was adjusted to add a discussion about the August 2019 display at the Edmonds Library. The remainder of the agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There was no one in the audience. FINAL REVIEW OF 2019 CALENDAR The Commissioners reviewed the final draft of the 2019 Calendar and identified final edits and additional historic dates. They discussed that the calendar was getting quite cluttered with a significant number of Edmonds -related events and talked about various options to address the problem. Commissioners were encouraged to submit their final edits and additions so the calendar could be submitted to Mr. Chave for final review and printing. NEW BUSINESS Prouerties for Inclusion on the Edmonds Register of Historic Places Ms. Cunningham reported that Commissioner Waite spoke with the owners of the Mowatt/Wells home (120 Edmonds Street), who indicated they are interested in listing their property on the Register. She sent them the information they requested, but they would also like some written confirmation that the property can be removed from the Register at any time upon their request. Chair Raetzloff reported that he spoke with the property owner at 560 Bell Street who is also interested in listing her property on the Register. She shared some history about the property, including her concern that the original house had wood siding and it is now clad with brick. She is ready to move forward with her application once the Commission has determined that the home would be eligible for the Register. However, there are no pictures of the home prior to 2002. Commissioner Scott agreed to search for pictures from the Edmonds Museum's archives. Commissioner Preston asked if the windmill at the end of Cary Road would be eligible for the Register. Commissioner Waite answered that it could be, but he doesn't know when it was constructed. Commissioner Preston said his understanding is that it was constructed prior to World War II and used as a smelter at one point. If needed, it was to be used as a signal for ships during World War II. He advised that he and Commissioner Vogel would visit the structure and talk with the current property owner. Discussion of Officers for 2019 The Commissioners had a discussion about potential candidates for 2019 officers and agreed to hold elections at their next meeting. August 2019 DiSDIav at the Edmonds Librar Commissioner Scott advised that the Commission has been invited to display an exhibit in the lobby of the Edmonds Library during the month of August 2019. She and Commissioner Johnson shared some of their ideas for what might be included in the display, including a map that illustrates the location of the historic properties in Edmonds. Commissioners shared additional ideas. COMMISSIONER SCOTT MOVED THAT COMMISSIONER JOHNSON BE APPOINTED HEAD OF THE AUGUST 2019 EDMONDS LIBRARY DISPLAY COMMITTEE. COMMISSIONER WAITE SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY. There was no unfinished business. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Chair Raetzloff thanked Commissioner Scott for her work to create the 2019 Historic Calendar. He also thanked Commissioner Johnson for accepting the assignment to head up the August 2019 Edmonds Library Display Committee. HISTORIC PRESERVATION COMMISSIONER COMMENTS All of the Commissioners voiced thanks to Commissioner Scott for her great work on the calendar. Chair Raetzloff reminded the Commissioners of the assignments that were given at the October meeting to contact owners of potential properties for the Register.
