CALL TO ORDER AND ROLL CALL
Chair Johnson called the meeting of the Edmonds Historic Preservation Commission to order at 5:32 p.m. in the 3'd Floor
Conference Room of City Hall, 121 — 5t1i Avenue North.

COMMISSIONER SCOTT MOVED TO APPROVE THE MINUTES OF JULY 11, 2019 AS AMENDED.
COMMISSIONER WAITE SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY.
COMMISSIONER SCOTT MOVED TO APPROVE THE MINUTES OF AUGUST 8, 2019 AS AMENDED.
COMMISSIONER PRESTON SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY.
AGENDA ADDITIONS/CHANGES
The agenda was adjusted to add a discussion about adding a "land acknowledge" statement to the agenda and a discussion
about updating the Historic Preservation Commission Brochures.
COMMISSIONER SCOTT MOVED TO APPROVE THE AGENDA, WITH THE CHANGES AS PROPOSED.
COMMISSIONER WAITE SECONDED THE MOTION, WHICH CARRIED UNANIMOUSLY.

NEW BUSINESS
Land Acknowledgement
Chair Johnson advised that the City Council recently voted to include a land acknowledgement statement on each meeting
agenda and to read the statement at the beginning of each meeting. The Planning Board also voted to include the statement on
each meeting agenda, but decided it would be up to the Chair's discretion as to whether or not it is read at each meeting. The
item was placed on the Commission's agenda to discuss the option of including the statement on its agenda, as well. The
statement approved by the City Council reads:
"We acknowledge the original inhabitants of this place, the Sdohobsh (Snohomish) people and their successors the Tulalip
Tribes, who since time immemorial have hunted, fished, gathered, and taken care of these lands. We respect their
sovereignty, their right to self-determination, and we honor their sacred spiritual connection with the land and water. "
The Commissioners discussed whether the statement should be read at each meeting, read occasionally at meetings, and/or
printed on each meeting agenda. Another option would be for the Commission to do neither and simply acknowledge the
statement's existence, instead.
COMMISSIONER KELLY MOVED THAT THE LAND ACKNOWLEDGEMENT STATEMENT, AS APPROVED
BY THE CITY COUNCIL, BE PRINTED AT THE TOP OF EACH OF THE COMMISSION'S MEETING
AGENDAS. COMMISSIONER DEINER-KARR SECONDED THE MOTION.
COMMISSIONER SCOTT MOVED THAT THE MOTION BE AMENDED TO PRINT THE HISTORIC
PRESERVATION COMMISSION'S MISSION STATEMENT ABOVE THE LAND ACKNOWLEDGEMENT
STATEMENT ON EACH OF THEIR AGENDAS. COMMISSIONER PRESTON SECONDED THE MOTION TO
AMEND, WHICH CARRIED UNANIMOUSLY.
THE MAIN MOTION, AS AMENDED, WAS UNANIMOUSLY APPROVED.
Update Historic Preservation Brochures
Ms. Cunningham advised that one of the Commission's brochures was lasted updated in 2007, and the other in 2006. She
suggested the Commission consider potential updates before the brochures are reprinted.
COMMISSIONER SCOTT MOVED THAT THE COMMISSION FORM A COMMITTEE TO UPDATE THE
BROCHURES AND PURSUE POTENTIAL FUNDING OPTIONS. COMMISSIONER PRESTON SECONDED
THE MOTION, WHICH CARRIED UNANIMOUSLY.
Commissioner Kelly agreed to lead the Brochure Committee, and other Commissioners were invited to contact to her with
their interest to be part of the committee.
UNFINISHED BUSINESS
Discussion of 2020 Historic Calendar
Commissioner Scott provided an update, noting that she is still waiting for some historic photographs from the Edmonds
Museum, but the date pages are finished and will be forwarded to staff and Commissioner Kelly to proof. It was discussed
that the goal is to have the calendars printed and ready for dissemination by Thanksgiving.
Individual Commissioner Reports on Potential Properties
Commissioners shared their individual efforts since the last meeting to contact owners of historic properties:

• Commissioner Preston said he spoke with the residents in the white house at the corner of 4r' Avenue and Dayley
Street. Apparently, the house was previously owned by someone in the Brackett family. They requested an
application packet to forward to the owner. He said he would follow up as appropriate.
• Commissioner Deiner-Karr reported that her aunt and great niece spoke with the current owners of the Bell Street
House. They were invited to come back and assist with the application for the Register.
• Chair Johnson said she spoke with the owners of the house at 643 about moving their plaque to the street where it
would be more visible, but they indicated they like the plaque where it is currently located. The Commissioners
agreed that, going forward, there should be a policy that the Commission determines where the plaques will be
placed.
• Ms. Cunningham observed that the plaque on the Parmelee House at 1228 9' Avenue should also be moved closer
to the street. It was noted that the plaque on the 1st Church Parsonage at 610 Dayton Street also needs to be moved
closer to the street. Commissioner Waite agreed to contact the property owners with a request that the plaques be
relocated.
ACTION ITEMS
Chair Johnson announced that Ms. Cunningham will be retiring at the end of November after working for the City for 34.5
years. The Commissioners presented her with going -away cards and gifts. They thanked her for serving the Commission,
and for her kindness and patience when fulfilling their requests.

Chair Johnson did not have any additional comments.
HISTORIC PRESERVATION COMMISSIONER COMMENTS
Councilmember Johnson recalled that she was able to authorize $10,000 from the ending balance of the City Council's
discretionary budget to hire graduate school students to help with an inventory of downtown Edmonds. She said she spoke
with the Development Services Director earlier in the day, who indicated that Mr. Chave intends to advertise for the project
next week, but it will probably carry over into 2020.
