2020-09-10 Historic Preservation Commission MinutesCITY OF EDMONDS HISTORIC PRESERVATION COMMISSION SUMMARY MINUTES OF MEETING September 10, 2020 CALL TO ORDER AND ROLL CALL Chair Scott called the meeting of the Edmonds Historic Preservation Commission to order at 5:31 p.m. COMMISSIONERS PRESENT Emily Scott, Chair (left at 5:46 p.m.) Kate Kelly, Vice Chair Chris Deiner-Karr David Preston Tim Raetzloff Larry Vogel Steve Waite Kristiana Johnson, Edmonds City Council APPROVAL OF MINUTES The minutes of August 13, 2020 were accepted as presented. AGENDA ADDITIONS/CHANGES The agenda was accepted as presented. REQUESTS FROM THE AUDIENCE There were no audience comments. NEW BUSINESS Discussion on 2021 Historic Edmonds Calendar STAFF PRESENT Rob Chave, Planning Division Manager OTHERS PRESENT Mr. Chave recalled that Commissioner Deiner-Karr offered to spearhead the 2021 Historic Edmonds Calendar Project. The Commissioners offered their support, noting that the materials that were prepared for the 2020 Calendar could be updated and used for the 2021 Calendar. Mr. Chave emphasized that the calendar needs to be printed in October and ready for distribution by Thanksgiving. Chair Scott agreed to send the materials to Mr. Chave. He agreed to finalize the calendar pages, and Commissioner Deiner-Karr agreed to be in charge of finalizing the photographs and narrative. MeetinE with Owners of the Edmonds Theatre Council Member Johnson reported that Council Member Olsen has been in conversations with the Mayo Family regarding the Edmonds Theatre. She will be meeting with them via zoom on September 14t'', and both she and Commissioner Preston will attend. Mr. Chave advised that Mr. Lien would attend the meeting in his place, and Commissioner Deiner-Karr agreed to forward the pictures and information she has collected on the property to Commissioner Preston, Mr. Lien and Council Member Olsen. UNFINISHED BUSINESS House at the Corner of 0 Avenue and Daley Street Commissioner Preston reported that he presented application materials to the owners of property on the northwest corner of 4t' Avenue and Daley Street. However, the property has now been sold and the house will likely be torn down within two years and replaced with a new single-family home. Commissioner Vogel agreed to photograph the property and Commissioner Deiner-Karr agreed to pull the records from the County Assessor's Office. Photographing Structures Proposed for Demolition Commissioner Waite recalled that, in the past, staff contacted him or another member of the Commission when a historic property was proposed for demolition so that photographs of the structure could be taken for the record. Mr. Chave agreed to touch base with the Building Department to restart the notifications. Scarecrow Contest Chair Scott reminded the Commission that the Scarecrow Contest will take place again this fall, and it would be great if the Commission could enter a scarecrow in the contest. Chair Johnson left the meeting at 5:46 p.m., and Vice Chair Kelly led the rest of the meeting. ACTION ITEMS Edmonds Register of Historic Places Information Packets Mr. Chave offered staff s help and City equipment to prepare the packets, and Commissioner Deiner-Karr agreed to provide him with a copy of the materials that are needed. HISTORIC PRESERVATION COMMISSION CHAIR COMMENTS Vice Chair Kelly didn't provide any additional comments. HISTORIC PRESERVATION COMMISSIONER COMMENTS Commissioner Preston suggested that the Commission should publish a press release in My Edmonds News and the local newspapers, inviting owners of historic properties to consider nominating them for the Register. Mr. Chave suggested the Commission could work with the City's new Public Information Officer to solicit interest in historic preservation. It was noted that the Commission By -Laws allow up to 12 Commissioners. Mr. Chave suggested they could add a few more members, but 7 is a good number. He noted that when the number is greater than 9, the group can become unwieldy. Council Member Johnson reported that the City Council approved the informational sign for the Salish Crossing site.
