1. CALL TO ORDER
The Edmonds City Council virtual online Special PSPHSP Committee meeting was called to order
virtually and in the City Council Conference Room, 212 – 5th Avenue North, Edmonds, at 3:01 p.m. by
Councilmember Olson.
2. COMMITTEE BUSINESS
1. Washington State Allocation Agreement Governing the Allocation of Funds Paid
by Certain Settling Opioid Manufacturers and Pharmacies
Ms. Cates explained this is an extension of the first opioid settlement that the council authorized last
year. The State Attorney General is working on multiple lines of litigation to hold various entities
accountable for the opioid crisis. Last year’s multi-jurisdictional agreement involved various opioid
distributors; this agreement involves five pharmacies including Walgreens, CVS and Walmart. The
settlements require a certain percentage of jurisdictions in the state to participate. Like last year’s
settlement, this settlement uses the same Washington Memo of Understanding regarding how the
settlement proceeds will be distributed, half to the state and half to counties and cities in a percentage
based on population. The five settlements are expected to generate $217 million over 15 years,
Edmonds’ allocation is 0.306%. The funds are to be used for opioid crisis type purposes which are
described in detail in the agreement. The council needs to authorize the administration to execute the
participation documents by April 18, the date of the next council meeting.
Ms. Cate responded to a question regarding ways the funds can be used such as providing treatment
beds.

2. Park Maintenance Worker Job Description Update
Ms. Feser advised the job description for the entry level park maintenance worker was last updated 10
years ago. As the City is recruiting for several positions, it was an ideal time to update the job description
to ensure it reflects expectations and current legal components. She responded to questions regarding
the requirement to obtain CPR, First Aid, AED, and Bloodborne Pathogen cards within 90 days of date
of hire; ability to take training during work hours; whether bloodborne pathogen training educates
workers on safe handling of sharps; staff’s use of pickers to pick up trash in parks; and training to avoid
contact with sharps.

Ms. Wagener summarized her response to an emailed question regarding the budgetary impact of
adding a 4% deferred compensation contribution benefit (DCP) to the 3 commander positions. The
current annual cost of a 4% DCP is approximately $6,412.92/year at Step 1 and $6,733.56 at Step 2.
The 3 commanders who were promoted from sergeant are all at Step 1 and will move to Step 2 after
about 6 months or September 2023. The expected financial impact for 2023 is about $13,146.48 for all
3 commanders depending on the effective date of the change (it is not retroactive). Assuming the 3
commanders move to Step 2, using 2023 wages, the cost in 2024 would be approximately $20,200.68.
This amount may increase as the command staff COLA is based on the commissioned EPOA’s COLA
and that contract is up for negotiation.
Discussion followed regarding contribution of the 4% deferred compensation to one of the City’s 457
plans, internal equity discrepancy created by commanders currently not receiving the 4% DCP that all
EPOA officers receive under the union contract and that was individually negotiated and approved for
the police chief and assistant police chiefs upon hire, and staff’s recommendation to add the 4% DCP
benefit to the command staff compensation schedule as a standard benefit to remove the requirement
to renegotiate the benefit when a new employee is hired and to avoid any unintended discrimination
issues.
Committee members requested the agenda memo include information regarding the budgetary impact,
minutes of the PSPHSP meeting, and/or a statement regarding the PSPHSP committee’s discussion
and support for a 4% DCP for all command staff.
