City of Edmonds Community, Culture and Economic Development Department PRESENT: Paul Cogley, Harry Kirchner, Lisa Palmatier, Rhonda J Soikowski EXCUSED: Tanya Sharp, Richard Chung, Ashley Song, Lily Kamila (student rep) STAFF: Frances Chapin, Arts and Culture Manager; Laurie Rose, Arts Program Specialist AUDIENCE/GUESTS: (none) The meeting was called to order at 5:29pm by Palmatier Land acknowledgement read by Palmatier: "We acknowledge the original inhabitants of this place, the Sdohobsh (Snohomish) people and their successors the Tulalip Tribes, who since time immemorial have hunted, fished, gathered, and taken care of these lands. We respect their sovereignty, their right to self-determination, and we honor their sacred spiritual connection with the land and water."- City Council Land Acknowledgment MINUTES Kirchner Moved approval of March minutes, Soikowski Seconded. Approved. PUBLIC COMMENT/INTRODUCTIONS: (none) REPORTS A. Creative Programs 1. Summer Concerts Schedule Update: Chapin reported the free outdoor concert schedule is confirmed for Tuesdays, Thursdays, and Sundays, July 9 through August 31. Seven concerts are scheduled for City Park on Sunday afternoons, 3-4pm, with an eighth Sunday afternoon concert at Hickman Park. These concerts are renamed "Sunday Concerts," per previous commission discussion. Sunday Concert sponsors are Lynnwood Honda, Carter Motors and City of Edmonds. Hazel Miller Plaza concerts, sponsored by the Hazel Miller Foundation, are Tuesdays and Thursdays, 4:30-6:00. Fourteen performances are scheduled. Commissioners are asked to sign-up in May or June to be volunteer hosts at the Sunday concerts and are encouraged to be volunteer hosts at the Hazel Miller Plaza concerts. 2. Poet's Perspective: Kirchner reported the selection panel reviewed 90 poems submitted by writers age 18 years and older, and 16 poems submitted by students between the ages of 8 and 17 years. The program called for a selection of 6 poems by adult authors, who will receive an honorarium of $100 each, and up to 3 poems by student writers. Selected poems EAC Minutes April 2023 pg. 1 of 2 will be displayed April 2023 through March 2024 as posters on various park fences in Edmonds, plus on the 2nd Floor of the Frances Anderson Center and the EAC website. Additional locations will be announced at a later date. The selected poems were read aloud, and discussion followed regarding the recommended selections. Highway 99 Future Planning: Chapin reported that Phase Two of the Highway 99 project is underway, and Phases Three is in the planning stage. The project contractor, SCJ, will update designs to incorporate recent WA State "Complete Streets" requirements. These next two phases include limited opportunities for art elements, but not a separate art budget. Cultural Services and Engineering have been asked to convene an advisory committee to review proposed designs. Discussion followed regarding potentially interested citizens. 4. 2024 Tourism Promotion Awards (TPA): Chapin reported the recommendation of 2024 TPA awards will be a quick turn -around after the May 25 application deadline in order to report to the EAC at its June 51" meeting. Soikowski, Cogley and Kirchner will be on this year's review committee with a meeting set for May 30. EAC Annual Retreat: Chapin presented an agenda she and Song drafted for the upcoming retreat on April 24. Commissioners are asked to review the agenda and come prepared with points of discussion. Requested additions or suggested changes to the agenda need to be submitted to Staff by Friday April 21. B. Capital Projects Civic Park Grand Opening: Chapin reported the grand opening of Civic Park on June 23 will also be the dedication of that park's public artwork "cascadia: lifeboat and seawall" by Clark Weigman. The event starts at 4:00 pm. Staff has been asked to arrange live music for the event. C. Funding and Administration (none) STAFF REPORT Rose reported on the following: Write on the Sound committee will finish its selection process for conference presenters on April 10. Commissioners are welcome to attend that meeting. Chapin reported on the following items: Review of potential alternate dates for the EAC July meeting due to July 3 falling in the middle of a holiday week. Reviewed current WA State rules regarding public meetings and options for official commissioners and public attendance. Arts Commission meetings will continue to be in - person only.
