CIVIL SERVICE COMMISSION MEETING

1. Call to Order
Chair Mike Fields called the meeting to order at 6:00 PM.
Chair Fields moved to temporarily appoint Emily Wagener as Secretary and Chief Examiner until
altered due to Jessica Neill Hoyson's absence. Commissioner Norm Davis seconded. The motion
carried.
2. Correspondence
Chair Fields noted there was a probationary period extension request for an officer due to a period of
protected leave.
There was a brief discussion surrounding the details of request.
Commissioner Davis moved acceptance. Chair Fields seconded. The requested four -month
extension of probation was approved.
3. Approval of Meeting Minutes — 09121/2022
Commissioner Davis moved approval of the 9/21/2022 meeting minutes, with a minor highlighted
adjustment. Chair Fields seconded. The motion carried.
4. POLICE BUSINESS
a-i. Review/Approval of Entry Level Eligibility_ List
Police Sergeant Josh McClure discussed the list in detail and explained that Oral Boards continue to be
scheduled as needed to fill vacancies.
Chair Fields moved approval of the Entry Level Eligibility List dated 1/4/2023. Commissioner Davis
seconded. The motion carried.

a-ii. Review/Approval of Academy Certified Eligibility List
Police Sergeant McClure explained that the only change to this list is an additional candidate that
requires certification.
Chair Fields moved approval of the Academy Certified Eligibility List dated 1/3/2023.
Commissioner Davis seconded. The motion carried.
a-iii. Review/Approval of Public Disclosure EligibilitV List
Police Sergeant McClure explained that this list is for a new position within the Police Department that
includes two approved FTE's that will work only on Public Disclosure related to both documents and the
new Body Worn Camera Policy effective 1/1/2023. Police Sergeant McClure further explained that
currently there is one internal candidate on the list and other candidates are still being evaluated before
they move further along in the process.
There was brief discussion regarding the requirements of the new position.
Chair Fields moved approval of the Public Disclosure Eligibility List dated 1/3/2023.
Commissioner Davis seconded. The motion carried.
5. New Business
a. Change of scoring for Entry Level Eliciibility list.
Police Sergeant McClure stated that this change is something that has already been made for both the
Academy Certified and Lateral lists. Police Sergeant McClure explained that, currently, the Entry Level
Eligibility List ranking is a combination of 50% of written test score and 50% of oral board score. Police
Sergeant McClure added that based on the twelve current vacancies along with the competitive job
market, he has recommended to the command staff and is requesting the Commission approve the
following change to the Entry Level List. Remove the combination scoring and use applicant Public
Safety Testing scoring to determine their rank on the list (written test score). Sergeant McClure added
that Oral Boards would still be part of the process, just not part of the initial rank scoring process.
There was brief discussion among the Commission about the proposed change in scoring method
including the positive effect it would have on the recruitment process.
Chair Fields moved to approve the proposed change in scoring to the Entry Level Eligibility List.
Commissioner Davis seconded. The motion carried.
Chair Fields recommended that notice was posted to provide a reasonable amount of fair notice to
applicants relating to the change in process.
6. Other
Chair Fields adjourned the meeting at 6:15 PM-
