2023-02-08 Civil Service Commission MinutesEDMONDS CIVIL SERVICE COMMISSION MINUTES CIVIL SERVICE COMMISSION MEETING Special Meeting February 8, 2023 Commissioners present: Mike Fields, Chair Chris Fleck Others present: Secretary and Chief Examiner, Emily Wagener Police Sergeant, Josh McClure 1. Call to Order Chair Mike Fields called the meeting to order at 6:05 PM. 2. Correspondence Chair Fields noted the (Request to increase Entry Level Certification" correspondence and indicated that it would be addressed later on in the meeting, referenced under agenda item number 5a. 3. A roval of Meeting Minutes — 12/14/2022 & 0110412023 Secretary and Chief Examiner, Emily Wagener, confirmed to Chair Fields that both sets of meeting minutes would need to be approved at the next Civil Service Meeting. 4. POLICE BUSINESS a-i. Review/Approval of Entry Level Eligibility List Police Sergeant Josh McClure briefly discussed the candidates included on the list and added that a new list utilizing the scoring change approved at the last meeting would be presented for approval at the next meeting. Police Sergeant McClure added that the Police Department is currently at about fifteen vacancies. Chair Fields moved approval of the Entry Level Eligibility List dated 2/6/2023. Commissioner Fleck seconded. The motion carried. b-i. For Discussion Only/Update on Domestic Violence Coordinator. Police Sergeant McClure provided an update to the commission based on the re -opening process that was previously approved and said that the department will continue to recruit for this position until it can be filled with a qualified candidate. Page 1 of 2 City of Edmonds Civil Service Meeting Minutes 1 2/8/2023 5. New Business A._ Request to expand the Entry Level Eliaibility list based on the current vacancies. Police Sergeant McClure provided some history in regard to previously expanding the eligibility list from ten to twenty which has been maintained since 2015; however, with fifteen vacancies and changes to the ranking standards, it is now necessary to increase the total of certified candidates. Police Sergeant McClure provided recommendations from other members of the command staff, including the Police Chief, recommending increasing the number of certified candidates to forty. There was some discussion among the commission surrounding the request. Chair Fields proposed a motion to change the Civil Service Rules, Section 8.2.1, and increase the number of Certified Entry Level Candidates from twenty to forty. Commissioner Fleck seconded. The motion carried. Chair Fields noted that the rule change will go into effect once the commission receives a red -line version of the proposed change for approval. 6. Other Chief of Police Michelle Bennett spoke about the possibility of additional training opportunities being made available for new officers in our area to help support the influx of new officers. The commission discussed the positive effect this could have on Edmonds and the surrounding agencies. Chair Fields adjourned the meeting at 6:18 PM.
