2023-03-22 Civil Service Commission MinutesEDMONDS CIVIL SERVICE COMMISSION MINUTES CIVIL SERVICE COMMISSION MEETING Special Meeting March 22, 2023 Commissioners present: Mike Fields, Chair Chris Fleck Norm Davis Others present: Secretary and Chief Examiner, Emily Wagener Police Commander, Shane Hawley Michelle Bennett, Chief of Police (Via Zoom) 1. Call to Order Chair Mike Fields called the meeting to order at 6:06 PM. 2. Correspondence Chair Fields noted Personnel Order 23.005 was included within the packet. Secretary and Chief Examiner Emily Wagener explained that this was included as an informational update to the Commission relating to the recently appointed Commanders who were promoted from within the Edmonds Police Department. The Commission provided congratulations to the promoted members of the department. 3. Approval of Meeting Minutes—12/14/2022 & 01/04/2023 Secretary and Chief Examiner, Emily Wagener, confirmed to Chair Fields that both sets of meeting minutes would need to be approved at the next Civil Service Meeting. 4. POLICE BUSINESS a-i. Review/Approval of Entry Level Eligibility List TPolice Commander Shane Hawley briefly discussed the candidates included on the list. There was discussion among the commission about how the change in scoring as well as increase in number of certified candidates has greatly increased the number of qualified candidates. Commissioner Norm Davis moved approval of the Entry Level Eligibility List dated 3/21/2023. Commissioner Fleck seconded. The motion carried. Review/Approval of Academy Certified Eligibility List Police Commander Hawley indicated the person on this list was in background and moving through the process. Commissioner Fleck moved approval of the Academy Certified Eligibility List dated 03/21/2023. Commissioner Davis seconded. The motion carried. a-iii. Review/Approval of Corporal Promotional Eligibility List Police Commander Hawley briefly discussed the candidates included on the list, explaining that the results are based on Assessment Centers that occurred through Public Safety Testing. Police Commander Hawley added that some candidates participated in both assessment centers and are on both the Corporal and Sergeant Eligibility lists. There was general discussion about the Corporal and Sergeant Promotional Eligibility lists. Commissioner Davis moved approval of the Corporal Promotional Eligibility List dated 03/14/2023. Commissioner Fleck seconded. The motion carried. a4v. ReviewlApproval of Sergeant Promotional Eligibility List This item was discussed at the same time as the above item a-iii. Commissioner Fleck moved approval of the Sergeant Promotional Eligibility List dated 03/14/2023. Commissioner Davis seconded. The motion carried. 5. New Business a-i. Request for Consideration: Chanqe in Chief's Unclassified Position Appointment Selection (per ECC 10.25.030 and RCW 41.12.050) Secretary and Chief Examiner Wagener explained that Police Chief Bennett had previously selected the Executive Assistant position to be included as an appointed position per the referenced ECC and RCW. Secretary and Chief Wagener continued that when the three Commander positions were developed those were also included as appointed positions; this is equal to four of the five total appointments allowed based on agency size. Secretary and Chief Examiner Wagener explained that recently the Police added an Executive Assistant II position, which is a leadership position over the Executive Assistant I and other admin staff. Because the Executive Assistant I position maintains the Chiefs appointment status, Chief Bennett is requesting the Commission consider her request to change her appointment to the Executive Assistant II position, which would leave one vacant appointment. Secretary and Chief Examiner Wagener clarified that Chief Bennett would like to promote her current Executive Assistant I into the Executive Assistant II role, but because the position and not the person holds the appointment and because the position is a Civil Service covered position, a competitive Page 2 of 3 City of Edmonds Civil Service Meeting Minutes 1 2/8/2023 recruitment process would be required, and the Chief is unable to appoint her chosen candidate unless the commission approve this change. There was additional discussion among the Commission about the proposed change. Commissioner Davis proposed a motion to approve the requested appointment change. The result moves the Civil Service exemption from the Executive Assistant I position to the Executive Assistant II position. Commissioner Fleck seconded. The motion carried. 6. Other Secretary and Chief Examiner Wagener explained to the Commission that there is now an option for Commissioners and City representatives to participate in Civil Service meetings via zoom but that there remains a requirement for a physical meeting location. The Commission and City Staff agreed that the next regular meeting, scheduled for April 5th, 2023, would be cancelled.
