2022-12-14 Civil Service Commission MinutesEDMONDS CIVIL SERVICE COMMISSION MINUTES CIVIL SERVICE COMMISSION MEETING Special Meeting December 14, 2022 Commissioners present: Norm Davis Chris Fleck Others present: Secretary and Chief Examiner, Jessica Neill Hoyson Sr. HR Analyst, Emily Wagener Police Sergeant, Josh McClure 1. Call to Order Acting Chair Norm Davis called the meeting to order at 6:00 PM. 2. Correspondence Acting Chair Davis confirmed that there was no correspondence to review. 3. Approval of meeting minutes — 09/21/2022 & 11/02/2022 Commissioner Chris Fleck noted that the September 21, 2022, minutes could not be approved because Mike Fields was absent from the current meeting, but present in the minutes. Commissioner Fleck moved approval of the 11/02/2022 meeting minutes. Acting Chair Davis seconded. The motion carried. 4. POLICE BUSINESS a-i. Review/Approval of Ent Level Eligibility List Police Sergeant Josh McClure explained the list was current as of the date of this meeting and that the department is either continuing to evaluate candidates from the list, or they have already been evaluated. Police Sergeant McClure added that the department is looking to interview additional candidates. There was a brief discussion, and it was confirmed that the list could be certified as -is. Acting Chair Davis made a motion to approve the Entry Level Eligibility List. Commissioner Fleck seconded the motion. The motion carried. City of Edmonds Civil Service Meeting Minutes 1 12/14/2022 b-i. Domestic Violence Coordinator recruiting process request. Acting Chair Davis indicated he would like to recuse himself from this item. Police Sergeant McClure asked that he wait until after the request before recusing himself. Police Sergeant McClure stated that he was asking the Commission for approval to start the recruitment process over again due to the lack of viable candidates. Police Sergeant McClure continued to explain that that two candidates were not actually disqualified but were determined as "not most competitive" and because of that he needs the Commission's permission to re -start the process. Acting Chair Davis confirmed that due to the request he would not be recusing himself from the discussion and supported the request to re -post the position. Secretary and Chief Examiner, Jessica Neill Hoyson confirmed that this situation would not require Acting Chair Davis to recuse himself. Acting Chair Davis made a motion to reopen the recruitment for the Domestic Violence Coordinator. Commissioner Fleck seconded the motion. The motion carried. Secretary and Chief Examiner Neill Hoyson asked Police Sergeant McClure to provide a brief update on the Parking Enforcement Officer and Public Disclosure positions. Police Sergeant McClure explained that Public Disclosure interviews are scheduled for the following Wednesday and that Parking Enforcement Candidates are in a pool ready to contact. Secretary and Chief Examiner Neill Hoyson asked what the response level was for these positions. Police Sergeant McClure responded that Public Disclosure was surprising and that compared to another agency, Bothell who received over 150 apps, we only received about 40 and that Parking Enforcement was standard at around 40 applications received. There was brief discussion about the Parking Enforcement and Public Disclosure positions among the commission including that the Public Disclosure position was added to support records request inclusive of body cam footage and the increased public disclosure work required additional staff. 5. New Business Acting Chair Davis confirmed that there was no new business to review. 6. Other Acting Chair Davis adjourned the meeting at 6:06 PM.
