AN ORDINANCE OF THE CITY OF EDMONDS, WASHINGTON,
AMENDING ORDINANCE NO. 4289 AND ORDINANCE NO. 4300
REALLOCATING THE CITY' S AMERICAN RESCUE PLAN ACT FUNDS,
REDUCING THE ALLOCATION FOR JOB RETRAINING AND DIRECTING
THAT AMOUNT TO SUPPORT THREE ELEMENTARY SCHOOLS IN THE
EDMONDS SCHOOL DISTRICT, AND FIXING A TIME WHEN THE SAME
SHALL BECOME EFFECTIVE.
WHEREAS, the Edmonds School District has budget challenges which has
required it reduce staffing across the District; and
WHEREAS, upon Council consideration and support of a proposal from the
Edmonds School District restoring the Student Intervention Coordinator positions at three
elementary schools in Edmonds; and
WHEREAS, Edmonds Council has previously approved supporting job training
using American Rescue Plan Act (ARPA) funds; and
utilized; and
WHEREAS, the ARPA funds designated for job training have not been fully
WHEREAS, the Edmonds Council desires to reduce the allocation of funding for
the job retraining program by $210,000 and redirect those funds to the Edmonds School District,
for the purpose of restoring the Student Intervention Coordinator positions; and
WHEREAS, the City Council has reviewed the amended budget appropriations and
information which was made available; and approves the appropriation of local, state, and federal
funds and the increase or decrease from previously approved programs within the 2023 Budget;
and

WHEREAS, the applications of funds have been identified;
NOW THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Subsection 2.E of Ordinance No. 4289 is hereby amended to read as follows
(new text is shown in underline; deleted text is shown in st-r-fkethi-e gh):
E. Account "E" shall be the "Edmonds Rescue Plan Job Retraining Program"
account into which $600,000 $390,000 from the ARPA funds shall be allocated to
provide financial aid to working adults who seek skills training, certifications,
completion of degrees or other skills enhancement at local community
colleges serving Edmonds residents in the form of grants of up to $5,000 per
year per student to cover tuition, fees, supplies and life expenses during the
period of study. Administration of this program will be conducted by the
college or colleges selected under the contractual oversight of the City. The
Mayor shall be authorized to enter into the corresponding contract(s) with
participating colleges serving Edmonds residents.
Section 2. Section 2 of Ordinance No. 4289 is hereby amended to add a new subsection I
to read as follows:
I. Account "I" shall be the "Lost Instructional Time Mitigation Program" account into
which $210 000 from the ARPA funds shall be allocated to provide funds to the Edmonds
School District to be used to mitigate lost instructional time by paying salaries of
employees at three elemenLaa schools who would otherwise not be retained. These
employees will allow the Edmonds School District to provide additional support for
students' social emotional and mental health needs.
Section 3. Section 1. of Ordinance No. 4300 amending the final budget for the fiscal year
2023 is hereby amended to reflect the changes shown in Exhibits A, B, C, and D adopted herein
by reference.
Section 4. Effective Date. This ordinance, being an exercise of a power specifically
delegated to the City legislative body, is not subject to referendum, and shall take effect five (5)
days after passage and publication of an approved summary thereof consisting of the title.

On the 20th day of June, 2023, the City Council of the City of Edmonds, passed
Ordinance No. 4310. A summary of the content of said ordinance, consisting of the title, provides
as follows:
