1. Call to Order
Chair Mike Fields called the meeting to order at 6:01 PM.
2. Correspondence
Chair Fields noted no correspondence.
3. Approval of Meeting Minutes from 6/7/2023
Commissioner Chris Fleck moved approval of the 6/7/2023 Meeting Minutes, Commissioner Norm
Davis seconded. The motion carried.
4. POLICE BUSINESS
a. Review/Approval of...
i. Entry Level Eligibility List
Police Commander Josh McClure briefly discussed the candidates on the list including identifying
one candidate that has been hired and will start on 7/17/2023.
Commissioner Fleck moved approval of the Entry Level Eligibility List dated 6/28/2023.
Commissioner Davis seconded. The motion carried.
ii. Lateral Eligibility List
Police Commander McClure briefly discussed the candidates on the list.
Commissioner Davis moved approval of the Lateral Eligibility List dated 6/28/2023.
Commissioner Fleck seconded. The motion carried.
iii. Police Services Assistant Eligibility list
Police Commander McClure briefly discussed the candidates on the list. Police Commander
McClure explained that the candidate pool was originally larger, but a couple no showed to the
interview and one failed. Police Commander McClure added that the department is planning to move

forward with one of the candidates, who is currently a Cadet with the Edmonds PD, once the list is
certified.
Commissioner Davis moved approval of the Police Services Assistant Eligibility list dated
6/28/2023. Commissioner Fleck seconded. The motion carried.
Chair Fields asked for clarification on what the Police Services Assistant does. Police Commander
McClure explained that these positions worked in the front office of the Police Department and
provides related administrative support to the department.
iv. Crime Analyst Eligibility List
Police Commander McClure briefly discussed the candidates included the list and added that this is
the first ever list for this this position. Police Commander McClure added that the department utilized
other agencies who already have this position as a resource throughout the process, including during
interviews. Police Commander McClure explained this was a challenging recruitment process.
Commissioner Fleck asked for clarification on what the Crime Analyst does. Police Commander
McClure answered that this position reports on analytics of crime trends and data, which is invaluable
information that will positively benefit the department going forward.
Commissioner Fleck moved approval of the Crime Analyst Eligibility List dated 6/28/2023.
Commissioner Davis seconded. The motion carried.
v. Review/Approval of DV Coordinator Eligibility List
Police Commander McClure briefly discussed the candidates on the list and added that this has
been a challenging recruitment.
Commissioner Davis asked to recuse himself from voting on this list due to the fact that he knew
some of the names.
Commissioner Fleck moved approval of the DV Coordinator Eligibility List dated 6/5/2023.
Chair Fields seconded. The motion carried.
5. New Business
Police Commander McClure explained that the Parking Enforcement Officer Eligibility List that was
certified in the June 2023 meeting may come back to the Commission for a refresh request in a future
meeting as the department is running out of viable candidates.
