16.60.030(a) (CG zone) to allow the limited outdoor display of merchandise
for sale associated with an existing commercial use. Restrictions on the
outdoor display include size, location, hours of display, and sales restricted to
inside the business.

to create the provision for the refund of appeals fees to an appellant when
they prevail on an appeal at the local level. (referred by City Council)
