I. Discussion and review of "Parks Board" issues and responsibilities ............................ 45 minutes
A. Review of Parks Department projects and upcoming issues. This will also include a
discussion of current budget and funding challenges, and their impact on future parks and
recreation programs.
B. Discussion about the role of the Planning Board in parks and recreation projects.
II. Overview by staff of upcoming planning issues for 2003/2004.................................... 30 minutes
A. What are the significant issues on the horizon for City in the next 12 to 24 months? How
might these issues impact the Planning Board's agenda?
1. Comprehensive Plan update — state mandate
• Review of plan vision, goals and policies; population and employment targets;
plan map and zoning issues
• Critical Areas regulations evaluated for "best available science"
• Buildable Lands and "Reasonable Measures"
2. Development Code re -write
• Process and procedures (Title 20 ECDC)
• Nonconforming regulations (Chapter 17.50 ECDC)
III. Discussion on Hearing Examiner Decisions............................................................... 25 minutes
A. City Council has referred the question of whether HE decisions should continue to be
appealable to Council, or should they be appealable to Court? How should HE decisions be
structured to maximize public input and opportunity for reconsideration?
IV. Setting Priorities for Planning Board's 2003 Extended Agenda ................................... 45 minutes
A. What issues are the most important, second, third, etc.?
• Can any issues be eliminated?
• Can any issues be deferred to a later time?
