1. Call to Order
HR Director Jessica Neill Hoyson called the meeting to order at 5:00 pm.
2. Election of a Chair
Bill Taylor elected as Salary Commission Chair unanimously.
3. Approval of Agenda
Agenda approved unanimously.
4. Public Comments
Roger Pence — has an invested interest in Salary Commission. Expressed dismay of lack of
public notice.
5. Purpose of the Commission
The salary commission's purpose is to make compensation decisions for the mayor, city council,
and council president per Edmonds City Code.
6. What is Salary?
Salary is defined in City Code as wages and benefits and perks. Compensation Connections will
research wages and benefits with comparator organizations.
Commission spoke to the idea of obtaining job descriptions from City Council and Mayor.
7. Market Study Methodology
Salary commission members were given a list of current City of Edmonds comparator cities.
Commission asked Compensation Connections to look into seeing if the cities listed are a
strong mayor/council form of government in order to determine comparator cities for the
commission's purpose.
Commission would like five to eight comparator cities with similar form of government, that also
falls within the methodology the city currently uses to determine current comparator cities.
Commission would like to discuss interviewing council members and mayor.
8. Timeline for the Commission
Final recommendation for salary commission needs to be completed by September 14th. Public
hearings will be on September 19th and September 26tn
Compensation Connections will send current salary information of council and mayor to
commission members.
Compensation Connections will send data from current comparable cities of council and mayor
information to commission members.
HR Director Neill Hoyson to check with Beckie Peterson on status of survey responses. Salary
commission requested to have results by next meeting.
HR Director Neill Hoyson to get public hearing dates on calendar with City Clerk.
HR Director Neill Hoyson to schedule meeting after final public hearing at end of September.
Mr. Taylor will bring press release draft to next meeting.
Interview questions for council members to be established at next meeting.
Director Neill Hoyson to investigate 2019 survey results regarding salary commission and send
results to commission members.
Director Neill Hoyson to request email group address for salary commission for purpose of
public contact.
