2023-08-16 Salary Commission MinutesSALARY COMMISSION City of Edmonds REGULAR MEETING Wednesday August 16, 2023 City Hall, Brackett Room 121 5' Avenue North Edmonds Washington, 98020 3:30 PM Present: Kathy Ehrlich (Position 1) Gary Holton (Position 2) Angela Zhang (Position 3) Bill Taylor (Position 4) Brook Roberts (Position 5) Jay Grant, Former Salary Commission Chair Shannon Drohman, Compensation Connections Allison Lee, Compensation Connections Kathy Marek, Compensation Connections 1. Call to Order Bill Taylor called the meeting to order at 3:30 PM 2. Approval of Agenda Agenda approved unanimously. 3. Jay Grant comments Jay spoke about his experience on a previous salary commission and passed along information from the 2019 commission. 4. Press Release Bill Taylor passed a draft press release for the commission to review. Minor editorial changes were discussed, and the revised document was approved for press release. S. Email usage Citizen Commission email address was discussed. Emails will go to all commission members and the Chair will reply to incoming emails on behalf of the commission. 6. Consultant progress report Consultant presented list of 16 comparable cities to the commission based upon the parameters the salary commission provided at the 8/9 meeting. Consultant answered clarifying questions about the data from members of the commission. Compensation Connections will work on compiling data, in addition to salary, for comparable cities. Data includes, but is not limited to, meetings attended, hours worked per month, committee involvement, etc. The Commission would like to know medical and retirement information for comparable cities what the typical monthly or annual value of those benefits. The Commission would also like consultants to note the sources of any data they compile. Consultant provided Edmonds historical (back to 2017) pay information for the mayor and pay information for council members. 7. Council member interviews scheduling Bill Taylor provided information regarding current council member time spent at general council meetings. Data compiled from a survey that was sent to current council members. Commission members will group into twos and interview council members with a defined set of questions. The group discussed different questions to ask council members. 8. Other items Bill Taylor will investigate having an agenda packet ahead of time for future meetings. Discussion around OPMA training and which members have been able to finish the training. All members agreed to finish it soon. The Salary Commission discussed setting another meeting for next week. After discussion, it was determined to not have another meeting until the next scheduled meeting of 8/29. Human Resources will be doing minutes for the salary commission meetings. 9.
