Economic Development Commission meeting called to order by Nicole Huges at 6:00 p.m.
Call to Order and Land Acknowledgement
1. Roll Call and Recognition of Approved Absences: Ryan is the only absence.
2. Approval of Agenda: Kevin Smith moved to approve the agenda; Jay seconded; motion passed.
3. Approval of June 21, 2023, Meeting Summary: Darrol moved to approve the meeting summary; Kevin
Smith seconded; motion passed.
4. Audience Comments: None.
5. Discussion: Family, Child, and Youth -Focused Businesses/Activities: Darrol gave a brief background
of the topic and a brainstorming session followed. Council Member Jenna Nand and Director Susan
McLaughlin were also included in the discussion and made significant inputs.

6. Council Spotlight - Jenna Nand: Nicole explains that Councilmember Nand is here to acquaint herself
with group and share her vision on how this Commission can support the city. She was appointed to
Council in October. She's an attorney and works with a lot of creative types in her day job. She sees
the value in building the neighborhood business districts. Kevin H. explains that he and Nicole have
met with each Councilmember and will meet with the Mayor on Friday. The purpose is to build a
greater value of the EDC for the City. Councilmember Nand explains that she sees the EDC as an
opportunity to build public outreach and improve public engagement. She encourages attendance to
the Council meetings to provide public comment or write a letter to the media with ideas. She would
like Boards & Commissions to have a written column in My Edmonds News to build visibility. She has
office hours every Thursdays from 4pm-5pm. Councilmember Olson adds that public comment is a
valuable time to share information. Darrol also suggests an alternative way to provide public
comment, you can send in written public comments to be read on your behalf at Council meetings.
7. Discussion: Potential Landmark 99 Property Acquisition: Todd and Susan shared a PowerPoint
prestation regarding the potential Landmark 99 Property Acquisition (see attached). The status details
that are known: there's a willing seller; and we're in a period of exploration. Susan explains that the
property is CG Zoning and it's the most flexible zoning in the city, no zoning or land use changes will
be necessary to develop the property. The financing strategy will depend on how the property will be
programmed.
8. August Meeting Prep for Walk and Talk at Lake Ballinger: Natalie shares homework for the group.
The purpose is to familiarize yourself with the neighboring communities to Edmonds Hwy 99 area. In
addition, familiarize yourself with Hwy 99 Community Renewal Plan, specifically the Findings of Blight.
David Preston asks where success stories are on Hwy 99? Natalie highlights that this area is the most
economic driver of the city and it's the most populous. She explains that Hwy 99 community is the
city center of Edmonds. She wants to identify the barriers to invest in this area of the city. Nicole is
hopeful that this exercise will provide information to feed robust discussions about the area. Kevin H.
asks if the group would support having Hwy 99 Renewal topic as a standing item on the agenda.
