Amendment Purpose
1. Increase the TBD fee DOL collects from $20 to $40, effective with vehicle renewals due on or after March 2024.
The increase in fee is pursuant to Resolution No. 1525 passed by the City of Edmonds in July of 2023.
2. Update DOL Contract Manager, effective immediately.
3. Add the following language to the "Fee Collection" section of the contract:
- "A change in the amount of fee collected will be implemented no less than one hundred twenty (120) days
from the time the DOL Contract Manager receives a copy of the signed and dated Ordinance or Resolution
changing the fee."
The execution of this Amendment shall constitute a ratification of any earlier agreement between the parties,
hereto, the terms and conditions of which are contained herein. The parties have executed this Amendment as
the later signature dates included below. All other terms and conditions of the original Contract and any
subsequent amendments there to remain in full force and effect. The parties hereby acknowledge and accept the
terms and conditions of this amendment which is executed by the persons signing below who warrant that they
have the authority to execute it on behalf of their respective agency.

This Contract is hereby amended as follows:

The DOL Contract Manager identified on amendment number two (2) of this contract is hereby
updated to the Contract Manager listed on page one (1) of this amendment.

time of registration renewal, pursuant to RCW 82.80.140.

there to remain in full force and effect.

RESOLUTION NO. 1525
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, INCREASING THE VEHICLE LICENSE FEE AUTHORIZED
BY RCW 82.80.140 FROM TWENTY DOLLARS TO FORTY DOLLARS.
WHEREAS, pursuant to Ordinance 4053, the City of Edmonds assumed all the powers of the
transportation benefit district that it created in 2008; and
WHEREAS, pursuant to RCW 36.73.065, a transportation benefit district that includes all the
territory within the boundaries of the jurisdiction establishing the district may impose by a
majority vote of the governing board of the district up to $40 of the vehicle fee authorized in
RCW 82.80.140 if a vehicle fee of $20 has been imposed for at least 24 months; and
WHEREAS, a city having assumed a district can do the same thing by a majority vote of its city
council; and
WHEREAS, the $20 vehicle license fee has been imposed since 2009; and
WHEREAS, the city council would now like to increase the vehicle license fee from $20 to $40;
now therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
Section 1. The vehicle fee authorized in RCW 82.80.140 is hereby increased from twenty dollars
($20) to forty dollars ($40).
Section 2. The fee increase in Section 1, above, shall take effect as soon as it can be
implemented by the Department of Licensing.
