ARTS COMMISSION
MINUTES 5:30 pm June 5, 2023
The Edmonds Arts Commission is dedicated to the arts as an integral part of community life.

The meeting was called to order at 5:30pm by Song
Land acknowledgement read by Palmatier:
"We acknowledge the original inhabitants of this place, the Sdohobsh (Snohomish) people and their
successors the Tulalip Tribes, who since time immemorial have hunted, fished, gathered, and taken
care of these lands. We respect their sovereignty, their right to self-determination, and we honor their
sacred spiritual connection with the land and water."- City Council Land Acknowledgment
MINUTES
Following a discussion of corrections, Sharp Moved approval of May minutes as corrected, Kirchner
Seconded. Approved.
PUBLIC COMMENT/INTRODUCTIONS
Rose read an emailed comment from Karen Bradshaw, who purchased a commemorative flower basket
art pole plaque earlier in the year. She wished to thank the City of Edmonds for this unique opportunity
to memorialize a member of her family.
REPORTS
A. Creative Programs
1. Summer Concerts: Chapin reviewed the July and August concert dates the
commissioners have been assigned to host, and then reviewed the Sunday concerts and
Hazel Miller Plaza Tuesday and Thursday host duties. Written instructions and schedule
of dates assigned will be emailed to the commissioners.
2. Edmonds Community Fair: Chapin asked the commissioners for an activity to offer and
information to have available at the EAC booth during the August 6 event. Discussion
followed. Palmatier will email staff some ideas for activities.
3. 2024 Tourism Promotion Awards Program (TPA): Cogley reported the EAC committee
(Cogley, Kirchner and Soikowski) reviewed eight applications from arts & culture
nonprofits totaling $20,900 and one from staff for $2,700. Cogley summarized each
request. The committee recommends fully funding each request, for a total of $23,600.
Any excess above the predicted revenue -based budget for the awards will come from
ending cash in the 123 Fund. Requests for 2024 are Art Walk Edmonds ($2,700), Cascade
Symphony Orchestra ($2,700), DeMiero Jazz Fest ($2,700), Daybreakers Rotary Jazz
Connection ($2,700), Driftwood Players ($2,700), Sno-King Community Chorale ($2,000),
Olympic Ballet ($2,700) and City of Edmonds/Edmonds Creative District Partnership
($2,700).
Cogley Moved that the recommendations be forwarded to the Lodging Tax Awards
Committee (LTAC) for inclusion in the LTAC approved 2024 budget, Kirchner Seconded.
Approved.
Discussion followed regarding the City/Creative District Partnership and tracking of
overnight room nights for final reports.
4. Poet's Perspective Update: Rose requested assistance placing the nine 2023 posters on
fences in Yost Park and City Park near the Pavilion. Kirchner will assist. Discussion
followed regarding exploration of permanent sign stands.
5. Creative District & 4th Avenue Cultural Corridor: Sharp reviewed recent discussion at the
Creative District Advisory Committee regarding the primary goals for the updated five-
year plan: strengthen and expand the district's creative identity; leverage and connect
creative experiences; retain and attract creative businesses and nonprofits. Chapin
reported ArtsWA is holding a state-wide conference for all its Creative Districts in Port
Townsend at the end of the month. She and Director Tatum will attend.
Chapin reported that the consultant KPG/Psomas has started work for the next phase of
the 4th Avenue Cultural Corridor project. Public engagement opportunities will be
scheduled later this year.
B. Capital Projects
Civic Center Playfields Park Grand Opening: Chapin reminded the commission that the grand
opening of the park on June 23 will also be the dedication of that park's public artwork,
"cascadia" (spelled only in lower case) by Clark Wiegman. The installation will be completed
before the grand opening event. The dedication and the opening event begin at 4:00 pm.
Commissioners are asked to attend and act as hosts to answer any questions about the artwork.
An informational flyer will also be available.
Funding and Administration

STAFF REPORT
Rose reported that Write on the Sound day -of event management and planning is underway. The
conference brochure will be mailed within the next week.
Chapin asked the commission if they wish to nominate Edmonds artist d'Elaine Johnson to ArtsWA's
annual Legacy Award, which recognizes an individual who has shown outstanding impact through
creative practice or cultural preservation for at least 20 years. The commission agreed to submit a
nomination on its behalf.
NEW/OTHER BUSINESS
Song reviewed recent state legislation that further supports the state-wide Cultural Access program.
Discussion followed about how the new legislation provides a local, community -based opportunity to
support arts and cultural programs and organizations, and how the commission can advocate for
Snohomish County, should the county choose to participate.
