The Police Department wants to ensure all of the correct stakeholders review the contract/quote in full to approve by 12/15 as the quote expires on that date. Chief Bennett can make a presentation about why Taser 10 should be selected and cost differentials at your request. Recommendation Discuss and recommend changes to the draft policy. Narrative This policy would address the desire of Council to have accurate detailed information reported to them regarding vacant employment positions, as well as provide Council a way to revisit approved staffing levels, particularly as positions become vacant. Finally, this policy would assure that the administration is fully empowered and accountable for the executive decisions about which positions are filled when. The proposed policy provides three mechanisms for council to consider: Section 1: vacancy notification provided to council Section 2: Council confirmation Section 3: Mayoral approval of recruitment for vacant positions. WHEREAS, the legislative body of each code city shall have the power to define the functions, powers, and duties of its officers and employees; and WHEREAS, the city council provides authority for the mayor's appointment of all city employment positions through the adoption of a budget that identifies those positions; and WHEREAS, the city council may wish to revisit those approved staffing levels, particularly as positions become vacant; [and WHEREAS, the city council has the authority to require the confirmation of the mayor's hiring of all employees where an ordinance has been adopted to that effect;] NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Temporary vacancy notice policy. Whenever a vacancy exists in one of the positions approved in the city's adopted budget, the city council shall be notified of the vacancy. Notice shall be provided within ten business days of the creation of the vacancy or within ten business days of the effective date of this ordinance, whichever is occurs last. Notice shall be provided by email and included in the Received for Filing portion of the forthcoming city council packet.
