2023-12-04 Arts Commission MinutesAedmonds ARTS COMMISSION MINUTES 5:30 pm December 4, 2023 The Edmonds Arts Commission is dedicated to the arts as an integral part of community life. City of Edmonds Community, Culture and Economic Development Department, December 4, 2023 PRESENT: Paul Cogley, Richard Chung, Harry Kirchner, Lisa Palmatier, Tanya Sharp, Rhonda J Soikowski, Ashley Song, Lily Kamilla-Student Representative. STAFF: Frances Chapin, Arts & Culture Manager; Laurie Rose, Arts Program Specialist The meeting was called to order at 5:30pm by Song Palmatier read the City Council land acknowledgement statement: "We acknowledge the original inhabitants of this place, the Sdohobsh (Snohomish) people and their successors the Tulalip Tribes, who since time immemorial have hunted, fished, gathered, and taken care of these lands. We respect their sovereignty, their right to self-determination, and we honor their sacred spiritual connection with the land and water." MINUTES Soikowski Moved the November 2023 minutes be approved as submitted. Chung Seconded. Approved. INTRODUCTIONS / PUBLIC COMMENT: none REPORTS A. Creative Programs Annual Report: The presentation of the report will move to either January 9 or 16, 2024, Council meeting, along with the 41h Ave Corridor project report. Chapin requests two commissioners to assist with the final draft. Commissioners Cogley and Sharp volunteered. On the Fence: Rose reported the visual art committee (Sharp, Song, Kamila and Palmatier) reviewed the nine proposals submitted last month for the 2024/25 On the Fence installations and recommend accepting four of the nine proposals. Recommended proposals are by Gabriela Frank, Kate Shinn, artist team Sharon and Bill Grader, and Ai -Chun Huang. After the proposals were reviewed for the commission, Palmatier Moved the four recommended proposals be accepted for the 2024/25 On the Fence schedule. Soikowski Seconded. Approved. 3. Public Art Projects: Chapin reviewed the list of current Public Art projects, including current stage of development and funding requirements. Discussion followed regarding priorities for completion for each project, specific details for each project, as well as discussion regarding potential of other art -related amenities along Highway 99 in partnership with ArtWalk Edmonds and a potential installation in the Creative District (4t" Ave or Anway Park). The commission concluded that priority be given to projects that have funding in place and are ready to be completed. These projects are Highway 99 International District permanent light pole banners, re -installation of Sunning Cormorant at Brackett's Landing North, and initiation of the Edmonds Library installation at the Main Street entrance. Staff were asked to continue to explore and/or develop the remaining projects on the list. 4. Commissioner Applicant Interviews: The deadline for the two open positions in 2024 is this week. Discussion followed regarding extending the deadline if needed. Song, Cogley and Sharp volunteered for the interview committee. 5. Creative District: Matching capital grants are available from ArtsWA. Matching funds will need to come from a community partner. Chapin reported she has had initial conversations with members of the community. Anway Park Public Art Project would qualify for this program and the partner could be the Creative District. Commissioners agreed staff should continue to explore a project in Anway Park with the Creative District. Officer Nominations: Sharp agreed to be the 2024 EAC Chair and Chung agreed to be the 2024 Vice Chair. Kirchner Moved their nominations be accepted. Soikowski Seconded. Approved. B. Capital Projects: none C. Funding and Administration: none STAFF REPORT Rose asked Chung to assist in obtaining a new registration platform service. Rose asked Cogley to assist in reviewing submissions from musical groups for the 2024 Summer Concerts program. Chapin asked commissioners to review the Public Art Ordinance, enacted in 1988, as it needs to reflect current conditions and industry standards. This will be a project for 2024. The final project will be a list of recommendations to present to Council. Song will assist staff. NEW BUSINESS Song announced King County is expected to pass its Cultural Access program. Rose added that Snohomish County Arts Commission (SCAC) continues to pursue establishing the Cultural Access program for Snohomish County and encouraged commissioners to participate in the SCAC's advocacy efforts. Sharp updated the commission that the Edmonds Center for the Arts continues its development of a mural project on its Gymnasium with ArtWalk Edmonds and potential partner Boys & Girls Club. There being no further business, the meeting was adjourned by Song at 7:13pm.
