6:04 P.M. — Call to Order and Land Acknowledgement: "We acknowledge the original
inhabitants of this place, the Sdohobsh (Snohomish) people and their successors the Tulalip
Tribes, who since time immemorial have hunted, fished, gathered, and taken care of these lands.
We respect their sovereignty, their right to self-determination, and we honor their sacred
spiritual connection with the land and water." - City Council Land Acknowledgment
1. Roll Call and Absences
Rebecca read land acknowledgment. Anil is traveling for longer than two weeks; his
absence is excused. Elaine is also traveling; her absence is unexcused due to the length of
her vacation.
2. Approval of Agenda
Ardeth moved to approve the agenda; Pam seconded; approved by consensus.
3. Approval of September 6, 2023 Summary: Ardeth moved to approve the summary;
Rebecca seconded; Alison abstained, the remaining Commissioners approved by
consensus.
4. Public Comment (3 minutes per speaker)
Umrah Saleh, moved to Edmonds last year. She is here to learn how to get involved with
the community, specifically in equity.
Patty Wheeler, is looking for ways to reconnect with community, listen and opportunities to
share with the community. Molly recommended signing up for the monthly newsletter.

5. New Business:
a. Oscar Antillon, Public Works Director — ADA Transition Plan
Oscar shared ADA Transition Plan deck (see attached). Jessie asked where the data
is coming from and why the funding is low. She advocates for an increase to the
budget. Jessie points out that the progress is not keeping up with the original plan.
Oscar explains that funding is an issue. Alison emphasizes that there is a need to fix
sidewalks, access to parks and other public facilities. Ardeth discusses the need to
educate the public about the plan. The information shared tonight is not common
knowledge, how can the Commission help educate the community on this topic.
Ardeth continues, asks who can write put together some information to share, who
takes the lead. Not having the funding doesn't explain why this isn't a higher
priority. Oscar explains that there will be more budget restraints in 2024. Not all
property owners know they are responsible for clearing their adjacent sidewalks.
i. ADA Assessment — Jessie Owen
The ADA Transition plan from 2017 is a document written but has not been
followed as written. Jessie has several questions for Oscar that he is able to
answer; he identifies many holes in the Plan. Jessie would like to campaign
for more funding for ADA improvements. Councilmember Teitzel
recommends getting in front of Council as soon as possible, as they are
currently working on the 2024 budget.
6. Update from the City: Megan, Molly & Councilmember Teitzel:
Councilmember Teitzel shares that they're currently working on the 2024 budget. They're
hoping to have it adopted by November 21 st
7. Old Business:
a. Budget update & review proposed expenses for promotional items & design
discussion:
Megan shares that the Commission has $2,300 budget for the remainder of the year.
Rick Steve's donated $1,000 and the Theater is only charging rental fees for the
October and November film screenings.
Jessie motions to budget $2100 for promotional materials and collateral, Pam
seconds, motion passes unanimously. The Communication Committee will take
the lead on finalizing the purchases.
i. Guest speaker honorarium:
It has been suggested to present Pamela SeaMonster with an honorarium for
her presentation to the Commission at the November meeting.
Jessie motions to present an honorarium to Pamela SeaMonster of
$200.00; Rebecca seconds, motion passed unanimously.
8. Committee Reports:
a. Engagement: Jessie put together the ADA Assessment.
b. Communication: Molly reports that the film posters are ready to be distributed.
A media release for the film series has been sent out. The October Commission
newsletter was sent out to approximately 200 people. Send Molly any email
addresses to add to the distribution list or direct folks to subscribe on the
Commission homepage. If you're a new commissioner, send Molly your bio and

headshot. Everyone vote for your top two sticker choices before you leave
tonight. Ardeth is signed up to announce the November movie but we need a
volunteer for October.
c. Education: They didn't meet.
9. Commissioner's Corner (10 minutes)
Jeanett shares that she accepted the Hispanic Heritage Proclamation at Council in
September. Molly did a wonderful job sharing this in the newsletter.
Jeanett announces that she will continue her work for another term with the
Commission as her term expires at the end of 2023.
Ardeth shares the Waterfront Center newsletter, written by Daniel Johnson,
focusing on DEIA work.
Rebecca shares an idea that the Commission creates a flyer that goes out with as
welcome package as folks sign up for a water bill or some other way to get
connected as a new resident or business owne.
