The meeting was opened with the flag salute. OFFICIALS PRESENT Kristiana Johnson, Board Member Lora Petso, Board Member Joan Bloom, Board Member Adrienne Fraley-Monillas, Board Member Diane Buckshnis, Board Member Tom Mesaros, Board Member (arrived 6:05 p.m.) STAFF PRESENT Phil Williams, Public Works Director Jeff Taraday, City Attorney Scott Passey, City Clerk Jerrie Bevington, Camera Operator 1. ROLL CALL City Clerk Scott Passey called the roll. All Board Members were present with the exception of Board Member Mesaros. BOARD MEMBER FRALEY-MONILLAS MOVED, SECONDED BY BOARD MEMBER PETSO, TO EXCUSE BOARD MEMBER MESAROS. Board Member Bloom was opposed to excusing Board Members when they did not show up. Board Member Petso asked whether Board Member Mesaros informed that he would not be attending tonight. Board Member Fraley-Monillas advised he did. Board Member Johnson said he did not advise her. Board Member Fraley-Monillas suggested cutting Board Member Mesaros a little slack since he informed he was unable to attend the TBD meeting. She recalled originally the Council did not excuse Councilmembers/Board Members but has been excusing them in the recent past. She preferred excusing absent members be done on a consistent basis rather than a case-by-case basis. MOTION CARRIED (4-1), BOARD MEMBER BLOOM VOTING NO. BOARD MEMBER PETSO NOMINATED ADRIENNE FRALEY-MONILLAS AS PRESIDENT OF THE TRANSPORTATION BENEFIT DISTRICT BOARD. Hearing no further nominations, Board Member Johnson closed nominations for President of the Transportation Benefit District Board. Hearing no further nominations, Board Member Johnson closed nominations for Vice President of the Transportation Benefit District Board. BOARD MEMBER JOHNSON ANNOUNCED SHE WAS ELECTED VICE PRESIDENT OF THE TRANSPORTATION BENEFIT DISTRICT BOARD BY ACCLAMATION. 5. AUDIENCE COMMENTS Alvin Rutledge, Edmonds, said State budget cuts will impact funding to cities and counties. He recommended the City support a $20 increase in the vehicle license fee that the TBD can impose. 6. 2014 ANNUAL REPORT PER RCW 36.73.160(2) Public Works Director Phil Williams commented revenues remain fairly flat although expenses continue to increase. A bill has been introduced in the Legislature to allow local governments the option of increasing the $20 TBD vehicle fee to $50. He provided the TBD 2014 Annual Report Review: • Edmonds City Council forms TBD on November 18, 2008. TBD jurisdiction is only within the Edmonds city limits. • TBD Board enacts $20/year fee with Ordinance No. 1 on February 17, 2009. TBD eligible expenditures include operation, maintenance and preservation of City streets and eligible traffic control assets such as signals, markings and crosswalks. • 2014 TBD revenues and the transfer to Street Fund 111 exceeded $645,000 budget estimate by $25,435 • A total of $670,435 in vehicle fees was collected in 2014. All of which and more was spent on TBD eligible expenditures Packet Page 4 of 16 Edmonds TBD Board Draft Minutes February 3, 2015 Page 3 • The additional $109,068, the remaining 15% of TBD eligible expenditures, was absorbed by the Street Fund 111 due to revenue constrains from the TBD funding source. • A total of $779,503 in TBD eligible expenditures was spent in 2014 with 86% of the expenditures funded by TBD license fees Mr. Williams displayed photographs of activities funded with TBD revenue that include asphalt repair and paving, signal maintenance and programming and graffiti removal. He reminded the Council budgeted $1.2 million in 2014 for the street preservation. He commented on the 2015 forecast: • $650,000 budgeted for 2015 in TBD $20 vehicle fee revenue, $5,000 more than budgeted in 2014 • $670,000 budgeted for 2015 to come from motor vehicle fuel tax for funding street maintenance and operations including vegetation management and lighting, $25,000 more than budgeted in 2014 • $140,000 in motor vehicle fuel tax revenues budgeted for 2015 for transportation capital improvement projects, $25,000 more than 2014 estimate • Total motor vehicle fuel tax in Washington fixed at 55.9 cents/gallon (7th highest) • Recent price collapse in global crude oil market may spur more consumption by motorists potentially increasing revenues slightly • $400,000 in 2015 General Fund transfers to Street Fund 111 budget for basic operations and maintenance expenses • $706,000 in 2015 General Fund transfers to Street Fund 112 budgeted for citywide Pavement Preservation Program • Estimate an additional $1.5 million is needed above and beyond current funding levels to provide a sustainable street system Board Member Mesaros commented although the recent price collapse in global crude oil market may spur more consumption by motorists, there is a glut in the market due to increased use of hybrid and electric cars. Another phenomenon is the younger generation not having cars; 2 of his 3 children in their late 20s/early 30s are selling their cars and using public transportation because they are environmentally conscious and can save money. Finding an alternative funding source for the City’s roads is important. SeaShore Transportation Forum and other cities are looking at six recommendations that include passing a regional transportation package so that funds are available regionally that local jurisdictions can avail themselves of, providing funding options for local roads such as increasing the TBD vehicle license fee up to $50 without a vote of the people, and investing in Public Works Trust Fund and Washington Transportation Improvement Board funds. Mr. Williams said many of the funding sources are seen as regressive and there are issues related to weight and vehicle miles traveled fees. He summarized Public Works staff cares more about the ability to maintain streets and infrastructure and less about the source of the funds. 7. BOARD COMMENTS Board Member Johnson commented the update of the Comprehensive Plan Transportation Element may include discussion regarding how TBD and other transportation-related funds are spent. 8.
