EDMONDS CITY COUNCIL MINUTES
October 29, 1985
The quarterly Town Hall meeting of the Edmonds City Council was called to order at 7:00 p.m. by
Mayor Naughten in the gymnasium of Seaview Heights Elementary School.

Mayor Naughten welcomed everyone. He noted that the Seaview Heights P.T.A. was co -host for the
meeting and expressed his appreciation to Jean Tucker of the P.T.A. and Janice Johnson, Princi-
pal, who were present in the audience, for their help. He introduced the Webelo Boy Scouts, who
were in attendance to observe governmental procedures, the new minute taker, Margaret Richards,
and Council members. Mayor Naughten invited Jim Adams, City Engineer, to discuss local public
works projects.
Mr. Adams referred to the list of "Public Works Projects For the Seaview Area" that was made
available to the audience and described projects that are currently under construction. He then
encouraged input from the audience.
Jean Tucker, 18706 - 81st Ave. W., asked about the project on 84th Street. Mr. Adams stated that
catch basins were being installed and the street was being widened.
Councilmember Lloyd Ostrom asked Mr. Adams to explain the configuration at Olympic and Sunset
Way. Mr. Adams said that because of a number of accidents that have occurred at that inter-
section, a flasher and center buttons were being installed; the embankment at the Goldsmith Nurs-
ery was being cut back and a rockery put in; and the roadway was being widened.
County Councilman Bruce Agnew noted that although parks and recreation issues seem to be of great
interest to the community, the'budget typically leaves these issues at lowest priority. However,
despite this fact, he said he has seen very good park participation in Snohomish County. He then
* described the development plans for the Meadowdale Park and the University of Washington property.
Marcie.Marks, 18524 - 88th Ave. W., inquired about Brackett's Landing. Steve Simpson, Parks &
Rec. Director, described the development plans for Brackett's Landing.
Robin Hickok, Asst. Police Chief, then described the Block Watch Program and Crime Watch Program.
Jean Tucker, previously identified, expressed her concern that the insignia on the Crime Watch
cars may alert burglars that the occupants are not at home. Mr. Hickok stated that Crime Watch
cars have not been followed in the past.
Cub Scout Jason asked if there were plans to turn the University of Washington property into a
golf course or park. Mayor Naughten replied that because of a lack of funding , no development
plans were in progress.
Councilmember Jaech reminded the audience that the Medic 7 issue will be on the ballot for
reratification.
Mayor Naughten adjourned meeting at 7:55 p.m. inviting those resent to enjoy coffee and donuts.
