11/26/1985 City CouncilTHESE MINUTES SUBJECT TO DECEMBER 3, 1985 APPROVAL EDMONDS CITY COUNCIL MINUTES NOVEMBER 26, 1985 The regular meeting of the Edmonds City Council was called to order at 7:00 p.m. by Mayor Larry Naughten in the Plaza Meeting Room of the Edmonds Library. All present joined in the flag sa- lute. PRESENT ABSENT STAFF PRESENT Larry Naughten, Mayor Steve Dwyer Mary Lou Block, Planning Div. Mgr. John Nordquist Laura Hall Peter Hahn, Comm. Svcs. Director Jo -Anne Jaech Jack Wilson Steve Simpson, Parks & Rec. Mgr. Bill Kasper Art Housler, Admin. Svcs. Director. Lloyd Ostrom Dan Prinz, Police Chief Tammy Schwartze, Student Rep. Jack Weinz, Fire Chief John Wallace, City Attorney Jackie Parrett, City Clerk Margaret Richards, Recorder PROPOSED ORDINANCE 2540 LEVYING 1986 PROPERTY TAXES Admin. Svcs. Director Art Housler noted that the County Assessor requires the property tax ordi- nance levying the property tax for 1986 to be submitted no later than December 4, 1986. Mr. Housler recommended that the proposed ordinance, as submitted on November 19, 1985, be adopted. COUNCILMEMBER KASPER MOVED, SECONDED BY COUNCILMEMBER OSTROM,.NOT TO TAKE ACTION AT THIS TIME. Councilmember Jaech noted that the Council was indecisive about the levy at the Saturday Work Meeting. She asked if the Council was in favor of the 6% increase. Councilmember Nordquist stated the general consensus was in favor of the 6% increase with 3% set aside for an emergency fund. Mayor Naughten stated it was decided to approve the property tax levy provided $100,000 was set aside into a reserve for unanticipated budget shortfall needs in 1987. Councilmember Kasper withdrew the motion. Councilmember Ostrom stated he did not concur with the Council's decision because he felt there was no justification for a tax increase. Councilmember Jaech stated her understanding was that $100,000 of the budget would go into either the Council Contin- gency Fund or the Emergency Fund. Councilmember Kasper stated he felt funds should not be commit- ted for any particular project on a long-term basis. After this discussion, THE MOTION AND THE SECOND WERE WITHDRAWN. COUNCILMEMBER NORDQUIST THEN MOVED, SECONDED BY COUNCILMEMBER JAECH, TO MOVE THE PROPOSED ORDINANCE TO DECEMBER 3, 1985 FOR DISCUSSION, noting the levy requires four votes of the Council to pass. MOTION CARRIED. PUBLIC HEARING ON 1986 BUDGET Natalie Shippen, 1022 Euclid,, requested the Council to undertake an,undergrounding project next year to eliminate overhead wires and poles on Railroad Avenue from Main Street to Dayton. She stated the estimate given by the P.U.D. was $144,000 - $230,000, with $1,300 required for a de- tailed estimate. Ms. Shippen suggested levying a utility tax for a fixed period of time, or, preferably, to utilize the real estate tax as a possible source of revenue to pay for the under - grounding project. Katie Allen, State Representative, 21712 • 85th P1. W., stated the swimming pool at Yost Park needed to be covered, or, as an alternative, it could be filled in and a new pool built at a cost of 12.5 million dollars. Ms. Allan also noted if the Council planned on looking for support from the State on building a secondary sewer treatment plant, the State would first give consideration to whether the City of Edmonds has utilized all its sources of income. The Mayor closed the public portion of the hearing. COUNCILMEMBER JAECH MOVED, SECONDED BY COUN- CILMEMBER NORDQUIST, TO DEVOTE MOST OF THE DECEMBER 10 WORK MEETING TO DISCUSS THE 1986 BUDGET SO AN ORDINANCE COULD BE PASSED ON DECEMBER 17. MOTION CARRIED. PUBLIC HEARING ON USE OF 1986 REVENUE SHARING FUNDS Mayor Naughten open the public portion of the hearing, noting traditionally the funds have been used in the Police Department. There was. no audience participation. Mayor Naughten closed the public portion of the hearing. COUNCILMEMBER NORDQUIST MOVED, SECONDED BY COUNCILMEMBER JAECH, THAT DECEMBER 24 AND DECEMBER 31 BE STRICKEN FROM THE EXTENDED AGENDA AS MEETING NIGHTS. MOTION CARRIED. COUNCILMEMBER NORDQUIST MOVED, SECONDED BY COUNCILMEMBER JAECH, TO EXCUSE COUNCILMEMBER HALL'S AND COUNCILMEMBER DWYER'S ABSENCE. MOTION CARRIED. COUNCILMEMBER KASPER MOVED, SECONDED BY COUNCILMEMBER NORDQUIST, TO EXCUSE COUNCILMEMBER WILSON'S ABSENCE. MOTION CARRIED. Councilmember Jaech noted she.would be absent on December 10. Mayor Naughten added that Chief Weinz, Steve.Simpson, Councilmember Nordquist and he would be absent on December 3 due to a previous commitment to the Festival of Fashion event.
