03/25/2006 City CouncilMarch 25, 2006 Following an Executive Session regarding a real estate matter at 9:00 a.m., the special Saturday meeting of the Edmonds City Council was called to order at 10:05 a.m. by Mayor Haakenson in the Council Chambers, 250 5th Avenue North, Edmonds. The meeting was opened with the flag salute. ELECTED OFFICIALS PRESENT Gary Haakenson, Mayor Deanna Dawson, Council President Michael Plunkett, Councilmember Richard Marin, Councilmember Mauri Moore, Councilmember Peggy Pritchard Olson, Councilmember Dave Orvis, Councilmember Ron Wambolt, Councilmember 1. APPROVAL OF AGENDA STAFF PRESENT Duane Bowman, Development Services Director Brian McIntosh, Parks & Recreation Director Dan Clements, Administrative Services Director Sandy Chase, City Clerk Jana Spellman, Senior Executive Council Asst. COUNCILMEMBER MARIN MOVED, SECONDED BY COUNCIL PRESIDENT DAWSON, FOR APPROVAL OF THE AGENDA AS PRESENTED. MOTION CARRIED UNANIMOUSLY. DISCUSSION AND POSSIBLE ACTION REGARDING THE PURCHASE OF OLD WOODWAY ELEMENTARY SCHOOL PROPERTY. COUNCIL PRESIDENT DAWSON MOVED, SECONDED BY COUNCILMEMBER WAMBOLT, TO AUTHORIZE THE CITY TO NEGOTIATE WITH THE SCHOOL DISTRICT TO MAKE AN OFFER TO PURCHASE 5.5 ACRES AT THIS TIME OF THE OLD WOODWAY ELEMENTARY SCHOOL, AND WITH A REQUEST TO THE SCHOOL DISTRICT TO GIVE THE CITY UNTIL THE END OF THIS YEAR TO MAKE AN OFFER TO PURCHASE THE ADDITIONAL 5.5 ACRES PURSUANT TO COMING UP WITH ADDITIONAL FUNDING OPTIONS. Council President Dawson noted the total dollar amount that is being offered for this portion of the property is close to the appraisal amount that the city obtained for the entire ll acres. The city is making a very fair offer as to this portion of the property. The Council is hopeful the School District will allow the city some additional time to try to come up with additional funding options to purchase the remainder of the property so that the entire 11 acres can be preserved. The offer that is going to be made in terms of what the configuration of the land would look like would allow enough space for some bail fields and would also include preservation of all of the tree buffer of the property. Councilmember Moore stated that she will support the motion. She noted this is a really hard working Council and that they are being very courageous and strong thinking. She is proud of the work that the Councilmembers are all doing, and she is very hopeful that the city can still preserve the whole 11 acres given this new offer to the School Board.
