APPROVAL OF MINUTES OF NOVEMBER 17, 1987 [ITEM (B) ON THE CONSENT AGENDA] Council member Kasper made the following correction to page 7, paragraph 13: "...suggested that the 106% property tax be earmarked..." rather than "...is earmarked...". COUNCILMEMBER KASPER MOVED, SECONDED BY COUNCIL HALL, TO APPROVE THE MINUTES AS AMENDED. MOTION CARRIED. BUDGET WORK SESSION: REVIEW OF POLICE FIRE AND ADMINISTRATIVE SERVICES DEPARTMENTS' 1988 BUDGETS Police Chief Dan Prinz reviewed the 1988 Police Budget. Councilmember Dwyer inquired if there was sufficient funds in the Buy Fund (Fund 004). Chief Prinz replied affirmatively. Councilmember Dwyer inquired if the money should be earmarked to hire an additional officer. Chief Prinz said approximately $7,000 will be derived from the fund for the Snohomish County Drug Task Force. Councilmember Kasper inquired if expenditure of those funds was controlled by a particular enti- ty. Chief Prinz replied affirmatively. He said the State Auditor carefully scrutinizes the disposition of the funds and he (Chief Prinz) and the Mayor allocate the funds. He noted that the monies are deposited in an interest -bearing account. Chief Prinz said an additional police officer for patrol and traffic is requested due to the escalation of the drug problem, prisoner transportation, domestic violence arrests and paper service, workload.increase, and elimination of the Port security officers. Chief Prinz said the Department is recovering a greater percentage of narcotics than in past years. He said the potency of drugs has increased while the purchase price has decreased. He said because there is a greater percentage of drugs available, user demands increase which, in . turn, causes the crime rate to increase. Councilmember Hall inquired if heroin has found its way into the high schools. Chief Prinz said most heroin users do not generally attend school. Councilmember Ostrom inquired about the percentage of drug arrests that are prosecuted. Chief Prinz said many times the cases are plea bargained. He read a letter into the record regarding the drug trend in South Snohomish County. He said the drug problem is affected by four factors: 1) drastically reduced prices of drugs, 2) increased potency, 3) location of South County between two major drug -consuming populations (Seattle and Everett), and 4) availability of low-income housing. Councilmember Wilson said it appeared that drug enforcement was falling behind. Chief Prinz said drug enforcement was not falling behind but more drugs are being circulated in the South County area. He noted that a grant was received from the State for the Snohomish County Drug Task Force, which will commence operation in January of 1988. He said the Task Force will consist of 4 officers: 3 detectives from Lynnwood, Everett, and Snohomish County and one detective sergeant. Chief Prinz noted that the Port security contract was eliminated in 1987. He said, however, police officers must still police the area. Security officers are no longer available to provide back-up assistance to the Police Department. Councilmember Kasper requested that police and fire services to the Ports of Seattle and Everett are reveiwed to ascertain in what manner services are rendered in comparison to services to the Port of Edmonds. Councilmember Hall .inquired if revenues from the gambling tax are utilized for gambling enforce- ment. Chief Prinz replied affirmatively. He said he would have to discuss that issue with Admin- istrative Services Director Art Housler. He said the budget document must reflect the disposi- tion of those funds. Councilmember Hall suggested that comparison figures of surrounding enti- ties are obtained. Fire Chief Jack Weinz reviewed revisions to the 1988 Fire Budget. Councilmember Kasper inquired what steps the City has taken to improve its fire rating. He in- quired if the fire rating has been upgraded. Chief Weinz said he was not in favor of calling for a rerating. He said the rating will be improved by adding more manpower. Chief Weinz requested an increase for call personnel from $4/hour to $5/hour as an incentive to retain the volunteers for a longer period of time. Chief Weinz said volunteers are trained for the truck and fire boat operations so their jobs are more interesting. Councilmember Wilson said,. he believed that the hourly rate was too low. Councilmember Nordquist concurred. Mayor Naughten suggested that the program be reviewed in 6 months. Councilmember Wilson said the Council values the volunteers in the Police and Fire Departments. He encouraged the Departments to take steps to enhance the programs. n. Chief Weinz recommended that funding for.the Fire Boat be included as part of the Fire Department Budget and not as a separate fund. Councilmember Wilson said it irritated him that the Port of Edmonds does not participate in funding of the Fire Boat. Chief Weinz said he was attempting to schedule a meeting with the County, City of Everett, and City of Edmonds to discuss a tax levy for fire boat protection for boats that are moored in each port. He said the funds would be uti- lized for operation of the fire boats. Councilmember Kasper inquired about the addition to Fire Station #2. Chief Weinz said the project is ready for bid. He noted that Staff has found several ways to reduce the cost of the building but still construct a functional addition. Administrative Services Director Art Housler reported that the total budget increase for the Administrative Services Budget for 1988 is 4.4%, excluding the City Attorney's budget. Discussion of the City Attorney's budget was rescheduled to December 8, 1988 because the attor- neys were unable to attend the meeting. Mr. Housler noted that an additional $15,000 is requested for a copy machine. Mr. Housler requested that the Council authorize purchase of additional computer equipment that was discussed at the September 8 Council meeting, with the understanding that payment would be deferred until 1988. Councilmember Ostrom left the room due to a conflict of interest. COUNCILMEMBER DWYER MOVED, SECONDED BY COUNCILMEMBER NORDQUIST, TO AUTHORIZE PURCHASE OF THE ADDITIONAL COMPUTER EQUIPMENT AS DISCUSSED AT THE SEPTEMBER 8, 1987 COUNCIL MEETING. MOTION CARRIED WITH COUNCILMEMBER KASPER OPPOSED. Councilmember Hall noted that benefits for Health District staff will increase to $225. She said a meeting with the Health District Finance Committee and Staff is scheduled on December 3, 1987 to review the requested per capita rate increases.
