08/31/2004 City CouncilAugust 31, 2004 The Edmonds City Council Community Outreach Meeting was called to order at 7:00 p.m. by Council President Plunkett in the Council Chambers, 250 5tn Avenue North, Edmonds. The meeting was opened with the flag salute. ELECTED OFFICIALS PRESENT Michael Plunkett, Council President Jeff Wilson, Councilmember Mauri Moore, Councilmember Peggy Pritchard Olson, Councilmember Dave Orvis, Councilmember Richard Marin, Councilmember ELECTED OFFICIALS ABSENT Deanna Dawson, Councilmember The following four topics were discussed at the meeting: 1. What kind of businesses would people like in Edmonds? A variety of interest was expressed in what types of businesses people would like to see in. Edmonds. Some of the examples are a hotel on Highway 99, nursery, landscape company, high-tech company, hardware store, car dealerships, and pharmacy. Other folks suggested that the city should contact various convention centers and encourage busloads of tourists to come to Edmonds. Another idea was that the city needs to create more brochures about Edmonds and have them disbursed. The city needs creative, interesting buildings downtown. It was also suggested that the city needs an overall coordinated and concerted effort in advertising and recruitment for business in downtown. In regards to Public Works, it was said that sidewalks are cluttered and the city either needs to declutter them or create larger sidewalks. In conjunction with that, the city should put in public restrooms. Another suggestion was that the city maintain two story buildings and also create more gathering places. The city needs to work hard to tie the waterfront to historic downtown Edmonds. And, finally, there was a point made that the city needs to work harder to find out why businesses have left Edmonds. 2. Motorized Scooters People suggested that motorized scooters are a public safety, quality of life issue. Scooters need to be regulated with regard to helmet, lighting, mufflers, and minimum age of 16. Some people said that scooters should be banned even though they understand that state law permits the city from banning them. Some people wanted the city to ban them anyway and for the city to take up the challenge in court. In. general, scooters should at least be regulated to such an extent that it is the equivalent of a ban. Enforcement of these regulations could simply be confiscation of the scooter so that the Police do not have to get too deeply involved in the slicing and dicing of regulations. All they have to know is that scooters are not allowed in certain areas and confiscate the scooter. The parent would then have to come downtown, receive instructions on what is legal and what is not legal about scooters, and pay a fine. Also, the ordinance that the Council enacts should be of the same standard as Lynnwood and Mountlake Edmonds City Council Approved Minutes August 31, 2004 Page 1 L 1 Terrace because if Edmonds' ordinance was weaker, then boys and girls with scooters from those cities would just come to Edmonds. 3. Parking Enforcement The Council was told that the city must find a way to enforce parking. Parking enforcement is not done now, and the city must create more parking enforcement. 4. Old Woodway Elementary School The Council was encouraged to keep the old Woodway Elementary School as a park. The meeting adjourned at 8:40 p.m. K;,TE�NSR�,MAY�OR SANDRA S. Potential topics as suggested by Edmonds citizens include: • What kind of new businesses would you like in Edmonds? • Motorized scooters. *Per State law, the City Council may not discuss matters that are scheduled on future agendas as "Closed Record Review." In addition, the Council may not discuss matters that are under litigation. Parking and meeting rooms are accessible for persons with disabilities.
