The Edmonds City Council Community Outreach Meeting was called to order at 7:00 p.m. by Council
President Plunkett in the Council. Chambers, 250 5`4 Avenue North, Edmonds. The meeting was opened
with the flag salute.

Jack Bevan, 1.9210 — 941h Avenue W, Edmonds, said there are 272 whistle toots per day coming from
the train which equals to approximately 23,000 toots per month. He said he is familiar with "quiet zones"
in other parts of the country and would like the City of Edmonds to pursue a quiet zone for Edmonds.
Barbara Chase,1105 Daley Place, Edmonds, spoke about the Parks Trust Fund that is now set up. She
would like the City to advertise on the web page and on the TV station about the fact that this Parks Trust
Fund is in existence so that people could contribute to it. She also encouraged the City Council to use
some of their General Fund monies when possible to contribute to the Parks Trust Fund.
Luis Moscoso, 4904 — 216th Place SW, Mountlake Terrace, representing the Color Coalition (people of
color), stated that minorities represent 25% of the population in Snohomish County and that more
recognition of their contributions and efforts are needed. He said at the moment there are eight hate
crimes in the County, and the Color Coalition doesn't understand why there are any. The Color Coalition
was formed to address and draw attention to the needs of minorities and to increase their visibility and
involvement in the public process, and encourages the City of Edmonds to make efforts to increase people
of color participation.
Ted Kim, 8500 Main Street, T 215, Edmonds, also wanted more involvement in the community from
people of color. He himself is an interpreter for the Police Department. He urged the City to continue to
support our Police Department and for the City to continue to reach out to minorities.
Roger Hertrich, 1.020 Puget Drive, Edmonds, expressed his disapproval with the job of the Hearing
Examiner. He also said that on Dayton Street, between 7th and 8rh Avenues, there is currently work going
on. While the work is going on, we should expand the street and make it safer at this time.

JoEllen Kolodziejczyk, 23915A Edmonds Way, Edmonds, told us about her daughter being killed at
24100 116'b in Woodway. She would like the street to be made safer and she went on to express her
disappointment with the way that the Police had notified her and in essence handled the situation with her
daughter's accident. She said the Police apparently lacked the sensitivity and the protocol to respond to
people such as her when confronted with a tragic accident. Insofar as Woodway has some of their own
officers, have Sheriffs coming into Woodway, and some Edmonds officers, it was not readily determined
who the officers she was referring to actually are. Councilmember Dawson said that she would review
the matter.

address the City Council in a less formal format regarding any topic.* Please note
that the meeting is an opportunity for a dialogue with the City Council, however,
the Council will not take action at this meeting.
*Per State law, the City Council may not discuss matters that are scheduled on future agendas as
"Closed Record Review." In addition, the Council may not discuss matters that are under
litigation.
