A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON, EXPRESSING INTENT TO COMPLETE REVIEW OF THE
CITY'S CRITICAL AREAS REGULATIONS BY APRIL 30, 2016 AND
FINDING THAT THE REMAINING REVIEW OF ITS COMPREHENSIVE
PLAN AND DEVELOPMENT REGULATIONS IS COMPLETE.
WHEREAS, the City of Edmonds is required to plan under RCW 36.70A.040; and
WHEREAS, RCW 36.70A.130(1) requires City of Edmonds to take legislative action to review and,
if needed, revise its comprehensive plan and development regulations, including its policies and
regulations designating and conserving natural resource lands and designating and protecting critical
areas to comply with the requirements in chapter 36.70A RCW (the Growth Management Act or
GMA); and
WHEREAS, on June 16, 2015, the city council of the City of Edmonds reviewed its comprehensive
plan and conducted a public hearing on the 2015 update to the City of Edmonds comprehensive
plan; and
WHEREAS, the City of Edmonds adopted the 2015 update to the City of Edmonds comprehensive
plan with Ordinance 4003; and
WHEREAS, based on early direction from the City Council, the 2015 comprehensive plan update
did not involve a major policy shift, but instead focused on consistency and streamlining, including
the latest data, as well as the addition of several performance measures; and
WHEREAS, it was determined during this review process that, with the exception of the critical
areas regulations, the City of Edmonds' development regulations remained consistent with and
would continue to implement the 2015 comprehensive plan and the GMA so that no other
development regulations would need to be revised at this time; and
WHEREAS, the City Council adopted an updated set of critical areas regulations with Ordinance
4017, which ordinance was vetoed on January 28, 2016; and
WHEREAS, the City Council is continuing to work on its updated critical areas regulations; now
therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY
RESOLVES AS FOLLOWS:
Section 1. The City Council intends to adopt another critical areas ordinance no later than April
30, 2016.
Section 2. Except for the outstanding critical areas ordinance, the City Council finds that the
2015 review, and as needed, any revision of its comprehensive plan and development regulations is
complete and consistent with the GMA.
