The committee convened at 6:30 p.m.
A. Discussuion regarding citizen request to increase number of domestic chickens /hens
allowed by Code.
The PPP responded to a request to increase the number of domestic chickens allowed in the
City of Edmonds by noting that this was an issue that underwent extensive review in 2009.
Before entertaining a request to change the number of chickens allowed, there should be more
expressed interest from the citizenry.
B. Introduction to the Capital Facilities Plan (2014 -2019) and the Capital Improvement
Program (2014 -2019)
Mr. English reviewed the proposed 2013 schedule for presenting the CFP and CIP to the
Planning Board and City Council. The committee members asked several questions of staff
about both documents.
ACTION: Item was presented for discussion only and no action was taken.
C. Authorization for Mayor to sign Supplemental Agreement #4 with David Evans &
Associates for the 76th Ave W @ 212th St. SW Intersection Improvements project.
Mr. English reviewed the scope of work and fee for the proposed supplemental agreement with
David Evans & Associates.
ACTION: Moved to Consent Agenda for approval.
D. Continued discussion on developing a decision tree for Harbor Square deliberations.
Staff presented draft decision trees developed for the key issues identified for the Harbor Square
Master Plan: 1) Intensity/Type of Community, 2) Residential Development, and 3) Height. PPP
indicated some suggested changes to the decision trees and expressed a need for clarification
on some of the concepts identified in the decision tree. Staff will make changes to the decision
tree and develop a written description \clarifications to accompany the decision trees. Revised
decision trees and associated text will be presented to the PPP at the October PPP Committee
meeting.

E. Public Comments
Public comments were received about the number of chickens allowed on residential property,
traffic calming on Sound View Drive and an item that was on the consent agenda during the full
City Council meeting. Comments were also received concerning the Capital Facilities Plan and
the Capital Improvement Program.
