Resolution 1282RESOLUTION NO. 1282 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, OPPOSING COMMERCIAL AIR PASSENGER AND OTHER INCOMPATIBLE AIR SERVICE AT PAINE FIELD LOCATED WITHIN SNOHOMISH COUNTY. WHEREAS, on April 11, 1978, the Snohomish County Commission expressly supported document titled "Role for Development of Paine Field Selected" that "The General Aviation its dominant aviation role and which would impose the most severe adverse environmental MIS WHEREAS, on April 11, 19785 the Snohomish County Commission expressly cited in a 1111 q1 IMP14111 11 10 - 61 11 to as the Mediated Role Determination (MRD) which strongly discourages commercial air 3--affl-IN M0. WHEREAS, the City of Edmonds agrees with the 1979 Paine Field Mediation Panel - 1 - MI'To Mto provide commercial airfield capacity through at least 2030 is the result of an elaborate regional IM, WHEREAS, the Puget Sound Regional Council August 2001 Regional Airport System Plan states that "The primary purpose of general aviation airports is to provide alternate landing areas and aircraft basing facilities for general aviation aircraft, so major air carrier airports, such M�M Airport System Plan update states "Sea-Tac is expected to meet the region's commercial air WHEREAS, Puget Sound Regional Council Resolution 93-03 specifically states "that I Field for commercial service and the regional decision, as reflected in the resolution, states to WHEREAS, in 2003 Snohomish County Airport embarked upon a study to identify conditions necessary to bring commercial air service to Paine Field Airport, and WHEREAS, in 2006-2007, the Snohomish County Executive convened a panel to review WHEREAS, the Federal Aviation Administration (FAA) issued a Final NEPA -2- Environmental Assessment (Final EA) on September 14, 2012 and the report assessed only impacts from the number of flights proposed by two airlines (one of which recently announced it is no longer interested in using Paine Field) and failed to account for cummulative impacts from a potential increase in the number of future flights, and WHEREAS, Federal Aviation Administration laws stipulate that commercial air traffic cannot be limited once allowed and always takes precedence and that modifying Paine Field from a General Aviation to Commercial Traffic could jeopardize the ability of the Paine Field to maintain the Boeing, manufacturing, and general aviation emphasis of the airport that is unique to our area, and WHEREAS, the implementation of expanded commercial and passenger air service to Paine Field will have adverse impacts to the City of Edmonds, its residents and property values, and WHEREAS, the cities of Mukilteo, Lynnwood, Mountlake Terrace and Woodway, (representing over 77,000) have joined the City of Edmonds in expressing their opposition to commercial and incompatible air service at Paine Field, and WHEREAS, the City of Edmonds passed Resolution #810 on January 31, 1995, Resolution #1083 on February 22, 2005, Resolution #1095 on June 5, 2005, Resolution #1165 on February 5, 2008, and Resolution #1219 on January 5, 2010 stating and restating its opposition to commercial and passenger air service at Paine Field, and there has been no additional information to persuade the City Council to change said resolutions, and WHEREAS, regional commercial passenger air service would jeopardize legally and financially, the County's substantial investment in airport facilities at Paine Field and a truly poor economic decision will foster a long term major confrontation which is not in the best M ''REVIN• RINTIRRIM I I I I I ffli • a I Section 1.
