Resolution 11850006.900000 WSS/gjz 12/ 10/08 RESOLUTION NO. 1185 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, ADOPTING FINDINGS IN SUPPORT OF AN AMENDMENT TO THE PARKS AND RECREATION AND CULTURAL PLAN ELEMENTS OF THE COMPREHENSIVE PLAN. WHEREAS, the City of Edmonds adopts as optional elements Parks, Recreation and Open Space and Cultural Plan Elements of its Comprehensive Plan, and, WHEREAS, a public involvement process was initiated that commenced with the appointment of two advisory groups totaling 42 persons (22 for the parks, recreation and open space comprehensive plan update and 20 for the community cultural plan update) who were selected due to the wide range and variety of their interests and backgrounds; and WHEREAS, these groups met monthly with staff and consultants for a period of nine months to examine and refine the plans; and WHEREAS, the draft plans reflected the advisory group's input and consensus after reviewing updates, listening to citizen input at public hearings, discussing results of both a citizen and web survey, and informal conversations with neighbors and families over a nine - month period; and WHEREAS, a formal hearing on the draft plans was held by the Planning Board sitting as a Parks Board on February 27, 2008; and WHEREAS, public hearings were held before the Edmonds City Council on April 15, 2008 and July 15, 2008; and {WSS712454.DOC;1/00006.900000/} - I - WHEREAS, citizen comment revealed a number of discrepancies within the plan which have been corrected in the final draft plans presented to the City Council for approval; and WHEREAS, the City recognizes the need for and distinction between long range aspirational goals and operational level of service standards for its parks system and adopts both in its Parks Plan update; now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section L The City Council finds that the proposed plan updates represent both the City's current operational level of service standards achievable within current budget limitations as well as acknowledging and recognizing long-range aspirational goals and levels of service which, as funding becomes available, the City Council will attempt to meet. The City Council further finds that: A. The proposed amendment, consisting of the draft plans, is, consistent with the provisions of the Edmonds Comprehensive Plan and in the public interest; B. The proposed amendment would not be detrimental to the public interest, health, safety or welfare of the City; and C. The proposed amendment would maintain the appropriate balance of land use within the City by recognizing both the current ability of the City to develop and maintain its parks as well as the City's desire to expand its parks system as funding becomes available. Section 2. Based upon such findings, the City Council concludes that the parks, recreation and open space comprehensive plan update and community cultural plan update should be adopted as amendments to the City's Comprehensive Plan.
