A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, DECLARING AN EMERGENCY,
ADOPTING FINDINGS WITH RESPECT TO SUCH
EMERGENCY, AND AUTHORIZING A CONTRACT TO BE
ENTERED INTO FOR REPAIR AND UPGRADE OF THE FIRE
ALARM SYSTEM AT THE SOUTH COUNTY SENIOR
CENTER WITHOUT THE BENEFIT OF COMPETITIVE
BIDDING.
WHEREAS, the City's purchasing policies and procedures require competitive
bids for procurements of goods and services exceeding $5,000 in cost, and
WHEREAS, the City has a requirement to procure the services of a contractor to
repair and upgrade the fire alarm system at the South County Senior Center, and
WHEREAS, three fires have occurred over the past two and one half years at the
South County Senior Center, and two of the fires were in areas where the existing inadequate fire
alarm had no or improper coverage, and
WHEREAS, a recent elevator upgrade revealed that the present fire alarm panel
does not accept the new elevator recall modules and revealed that the existing panel and wiring
were damaged in the most recent fire, and
WHEREAS, detection with heat and smoke detectors and audible and visual
alarm notification are presently not in compliance with Fire Code requirements in the Senior
Center, and
WHEREAS, the South County Senior Center is used by seniors and other people
for numerous meetings, activities and events, and

WHEREAS, such situation constitutes an emergency within the meaning of RCW
39.04.280(1)(e), now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The City Council hereby declares and confirms the existence of an
emergency arising from this fire alarm system.
Section 2. Pursuant to RCW 39.04.280(1)(e), the City Council hereby authorizes
Staff to use sole source contracting procedures and authorizes the Mayor to execute contracts for
repair and upgrade of the fire alarm system in the South County Senior Center to address this
emergency, waiving competitive bidding procedures.
